1010 To repeal sections 115.133 and 561.026, RSMo, and to enact in lieu thereof two new sections
1111 relating to qualifications to vote, with existing penalty provisions and an effective date.

1313 Be it enacted by the General Assembly of the State of Missouri, as follows:
1414 Section A. Sections 115.133 and 561.026, RSMo, are 1
1515 repealed and two new sections enacted in lieu there of, to be 2
1616 known as sections 115.133 and 561.026, to read as follows:3
1717 115.133. 1. Except as provided in subsection 2 of 1
1818 this section, any citizen of the United States who is a 2
1919 resident of the state of Missouri and seventeen years and 3
2020 six months of age or older shall be entitled to register and 4
2121 to vote in any election which is held on or after his 5
2222 eighteenth birthday. 6
2323 2. No person who is adjudged incapacitated shall be 7
2424 entitled to register or vote. No person shall be entitled 8
2525 to vote: 9
2626 (1) While confined [under a sentence of imprisonment; 10
2727 (2) While on probation or parole ] after conviction of 11
2828 a felony[, until finally discharged from such probation or 12
2929 parole]; or 13
3030 [(3)] (2) After conviction of a felony or misdemeanor 14
3131 connected with the right of suffrage. 15
3232 3. Except as provided in federal law or federal 16
3333 elections and in section 115.277, no person shall be 17
3434 entitled to vote if the person has not registered to vote in 18 SB 1199 2
3535 the jurisdiction of his or her residence prior to t he 19
3636 deadline to register to vote. 20
3737 561.026. Notwithstanding any other provision of law 1
3838 except for section 610.140, a person who is convicted: 2
3939 (1) Of [any offense] a felony shall be disqualified 3
4040 from registering and voting in any election under the laws 4
4141 of this state while confined [under a sentence of 5
4242 imprisonment]; 6
4343 (2) Of a felony or misdemeanor connected with the 7
4444 exercise of the right of suffrage shall be forever 8
4545 disqualified from registering and voting; 9
4646 (3) Of any felony shall be forever disqualified from 10
4747 serving as a juror. 11
4848 Section B. Section A of this act shall become 1
4949 effective January 1, 2025. 2
