SENATE BILL NO. 856 
AN ACT 
To amend chapter 71, RSMo, by adding thereto one new 
section relating to residency requirements for mayors 
of certain cities. 
 
Be it enacted by the General Assembly of the State of Missouri, as follows: 
     Section A.  Chapter 71, RSMo, is amended by adding thereto 
one new section, to be known as section 71.235, to read as 
follows:
     71.235.  Notwithstanding any other provision of law to 
the contrary, no person shall be mayor of any city with five 
thousand inhabitants or less unless he or she be at least 
thirty years of age, a citizen of the United States, and a 
resident of the county in which a city with five thousand 
inhabitants or less is located at the time of and for two 
years next preceding his or her election.  When two or more  
persons shall have an equal number of votes for the office 
of mayor, the matter shall be determined by the council.
