12 | 12 | | Be it resolved by the Senate, the House of Representatives concurring therein: |
---|
13 | 13 | | That at the next general election to be held in the 1 |
---|
14 | 14 | | state of Missouri, on Tuesday next following the first Monday 2 |
---|
15 | 15 | | in November, 2024, or at a special election to be called by 3 |
---|
16 | 16 | | the governor for that purpose, there is hereby submitted to 4 |
---|
17 | 17 | | the qualified voters of this state, for adoption or 5 |
---|
18 | 18 | | rejection, the following amendment to article XII of the 6 |
---|
19 | 19 | | Constitution of the state of Missouri:7 |
---|
20 | 20 | | Section A. Sections 2( b) and 3(c), article XII, 1 |
---|
21 | 21 | | Constitution of Missouri, are repealed and three new sections 2 |
---|
22 | 22 | | adopted in lieu thereof, to be known as sections 2(b), 2(c), 3 |
---|
23 | 23 | | and 3(c), to read as follows:4 |
---|
24 | 24 | | Section 2(b). All amendments proposed by the general 1 |
---|
25 | 25 | | assembly or by the initiative shall be submitted to the 2 |
---|
26 | 26 | | electors for their approval or rejection by official ballot 3 |
---|
27 | 27 | | title as may be provided by law, on a separate ballot 4 |
---|
28 | 28 | | without party designation, at the next general election, or 5 |
---|
29 | 29 | | at a special election called by the go vernor prior thereto, 6 |
---|
30 | 30 | | at which he may submit any of the amendments. No such 7 |
---|
31 | 31 | | proposed amendment shall contain more than one amended and 8 |
---|
32 | 32 | | revised article of this constitution, or one new article 9 SJR 59 2 |
---|
33 | 33 | | which shall not contain more than one subject and matters 10 |
---|
34 | 34 | | properly connected therewith. If possible, each proposed 11 |
---|
35 | 35 | | amendment shall be published once a week for two consecutive 12 |
---|
36 | 36 | | weeks in two newspapers of different political faith in each 13 |
---|
37 | 37 | | county, the last publication to be not more than thirty nor 14 |
---|
38 | 38 | | less than fifteen days next preceding the election. If 15 |
---|
39 | 39 | | there be but one newspaper in any county, publication for 16 |
---|
40 | 40 | | four consecutive weeks shall be made. Notwithstanding the 17 |
---|
41 | 41 | | provisions of Article III, Section 51 of this constitution, 18 |
---|
42 | 42 | | if a majority of the votes cast thereon statewide and also a 19 |
---|
43 | 43 | | majority of votes cast thereon in each of more than half of 20 |
---|
44 | 44 | | the state senate districts is in favor of any amendment, the 21 |
---|
45 | 45 | | same shall take effect at the end of thirty days after the 22 |
---|
46 | 46 | | election. More than one amendment at the same election 23 |
---|
47 | 47 | | shall be so submitted as to enable the electors to vote on 24 |
---|
48 | 48 | | each amendment separately. 25 |

49 | 49 | | Section 2(c). No person shall be eligible to vote on 1 |
---|
50 | 50 | | any measure submitted to the people that amends, repeals, or 2 |
---|
51 | 51 | | replaces this constitution, whether pursuant to this Article 3 |
---|
52 | 52 | | or Article III, Section 50 of this constitution, unless such 4 |
---|
53 | 53 | | person is a legal resident of the state of Missouri and a 5 |
---|
54 | 54 | | citizen of the United States of America. 6 |
---|
55 | 55 | | Section 3(c). Any proposed constitution or 1 |
---|
56 | 56 | | constitutional amendment adopted by the convention shall be 2 |
---|
57 | 57 | | submitted to a vote of the electors of the state at such 3 |
---|
58 | 58 | | time, in such manner and containing such separate and 4 |
---|
59 | 59 | | alternative propositions and on such official ballot as may 5 |
---|
60 | 60 | | be provided by the convention, at a special election not 6 |
---|
61 | 61 | | less than sixty days nor more than six months after the 7 |
---|
62 | 62 | | adjournment of the convention. Upon the approval of the 8 |
---|
63 | 63 | | constitution or constitutional amendments by a majority of 9 |
---|
64 | 64 | | the votes cast thereon statewi de and also a majority of 10 SJR 59 3 |

65 | 65 | | votes cast thereon in each of more than half of the state 11 |

66 | 66 | | senate districts, the same shall take effect at the end of 12 |

76 | 76 | | ● Specify that only legal residents of Missouri 8 |

77 | 77 | | who are citizens of the United States may vote 9 |

78 | 78 | | on any change to the state constitution; and 10 |
