88 Submitting to the qualified voters of Missouri, an amendment repealing sections 2(b) and 3(c) of
99 article XII of the Constitution of Missouri, and adopting three new sections in lieu
1010 thereof relating to constitutional amendments.

1212 Be it resolved by the Senate, the House of Representatives concurring therein:
1313 That at the next general election to be held in the 1
1414 state of Missouri, on Tuesday next following the first Monday 2
1515 in November, 2024, or at a special election to be called by 3
1616 the governor for that purpose, there is hereby submitted to 4
1717 the qualified voters of this state, for adoption or 5
1818 rejection, the following amendment to article XII of the 6
1919 Constitution of the state of Missouri:7
2020 Section A. Sections 2( b) and 3(c), article XII, 1
2121 Constitution of Missouri, are repealed and three new sections 2
2222 adopted in lieu thereof, to be known as sections 2(b), 2(c), 3
2323 and 3(c), to read as follows:4
2424 Section 2(b). All amendments proposed by the general 1
2525 assembly or by the initiative shall be submitted to the 2
2626 electors for their approval or rejection by official ballot 3
2727 title as may be provided by law, on a separate ballot 4
2828 without party designation, at the next general election, or 5
2929 at a special election called by the go vernor prior thereto, 6
3030 at which he may submit any of the amendments. No such 7
3131 proposed amendment shall contain more than one amended and 8
3232 revised article of this constitution, or one new article 9 SJR 59 2
3333 which shall not contain more than one subject and matters 10
3434 properly connected therewith. If possible, each proposed 11
3535 amendment shall be published once a week for two consecutive 12
3636 weeks in two newspapers of different political faith in each 13
3737 county, the last publication to be not more than thirty nor 14
3838 less than fifteen days next preceding the election. If 15
3939 there be but one newspaper in any county, publication for 16
4040 four consecutive weeks shall be made. Notwithstanding the 17
4141 provisions of Article III, Section 51 of this constitution, 18
4242 if a majority of the votes cast thereon statewide and also a 19
4343 majority of votes cast thereon in each of more than half of 20
4444 the state senate districts is in favor of any amendment, the 21
4545 same shall take effect at the end of thirty days after the 22
4646 election. More than one amendment at the same election 23
4747 shall be so submitted as to enable the electors to vote on 24
4848 each amendment separately. 25
4949 Section 2(c). No person shall be eligible to vote on 1
5050 any measure submitted to the people that amends, repeals, or 2
5151 replaces this constitution, whether pursuant to this Article 3
5252 or Article III, Section 50 of this constitution, unless such 4
5353 person is a legal resident of the state of Missouri and a 5
5454 citizen of the United States of America. 6
5555 Section 3(c). Any proposed constitution or 1
5656 constitutional amendment adopted by the convention shall be 2
5757 submitted to a vote of the electors of the state at such 3
5858 time, in such manner and containing such separate and 4
5959 alternative propositions and on such official ballot as may 5
6060 be provided by the convention, at a special election not 6
6161 less than sixty days nor more than six months after the 7
6262 adjournment of the convention. Upon the approval of the 8
6363 constitution or constitutional amendments by a majority of 9
6464 the votes cast thereon statewi de and also a majority of 10 SJR 59 3
6565 votes cast thereon in each of more than half of the state 11
6666 senate districts, the same shall take effect at the end of 12
6767 thirty days after the election. The result of the election 13
6868 shall be proclaimed by the governor. 14
6969 Section B. Pursuant to chapter 116, and other 1
7070 applicable constitutional provisions and laws of this state 2
7171 allowing the general assembly to adopt ballot language for 3
7272 the submission of this joint resolution to the voters of 4
7373 this state, the offici al summary statement of this 5
7474 resolution shall be as follows: 6
7575 "Shall the Missouri Constitution be amended to: 7
7676 ● Specify that only legal residents of Missouri 8
7777 who are citizens of the United States may vote 9
7878 on any change to the state constitution; and 10
7979 ● Require for ratification both a majority of 11
8080 votes statewide and also a majority of votes in 12
8181 more than half the state senate districts?". 13
