1010 Submitting to the qualified voters of Missouri, an amendment repealing section 51 of article III of
1111 the Constitution of Missouri, and adopting one new section in lieu thereof relating to
1212 initiative petitions.

1414 Be it resolved by the Senate, the House of Representatives concurring therein:
1515 That at the next general election to be held in the 1
1616 state of Missouri, on Tuesday next following the first Monday 2
1717 in November, 2024, or at a special election to be called by 3
1818 the governor for that purpose, there is hereby submitted to 4
1919 the qualified voters of this state, for adoption or 5
2020 rejection, the follow ing amendment to article III of the 6
2121 Constitution of the state of Missouri:7
2222 Section A. Section 51, article III, Constitution of 1
2323 Missouri, is repealed and one new section adopted in lieu 2
2424 thereof, to be known as section 51, to read as follows:3
2525 Section 51. 1. The initiative shall not be used : 1
2626 (1) For the appropriation of money other than of new 2
2727 revenues created and provided for thereby [,]; 3
2828 (2) To raise sales taxes on food; 4
2929 (3) To raise, expand, or impose any taxes or fees on 5
3030 real estate, real estate transactions, or real or personal 6
3131 property; or 7
3232 (4) For any other purpose prohibited by this 8
3333 constitution. [Except as provided in this constitution, ] 9
3434 2. It shall be unlawful for: 10 SJR 77 2
3535 (1) A government of a foreign country or a foreign 11
3636 political party to sponsor an initiative petition; 12
3737 (2) A government of a foreign country or a foreign 13
3838 political party to directly or indirectly make: 14
3939 (a) A contribution or donation of money or other thing 15
4040 of value, or make an express or implied promise to make a 16
4141 contribution or donation, in connection with an initiative 17
4242 petition; 18
4343 (b) A contribution or donation to a political 19
4444 committee or a political party favoring or opposing an 20
4545 initiative petition; o r 21
4646 (c) An expenditure, independent expenditure, or 22
4747 disbursement for an electioneering communication whether 23
4848 print, broadcast, or digital media, or otherwise, related to 24
4949 an initiative petition; or 25
5050 (3) A person to solicit, accept, or receive a 26
5151 contribution or donation from a government of a foreign 27
5252 country or a foreign political party in connection with an 28
5353 initiative petition. 29
5454 3. (1) Any measure [proposed] proposing laws shall 30
5555 take effect when approved by a majority of the votes cast 31
5656 thereon. 32
5757 (2) Notwithstanding Section 2(b) of Article XII of 33
5858 this Constitution to the contrary, any measure proposing an 34
5959 amendment to this constitution shall take effect when 35
6060 approved by a majority of votes cast thereon statewide by 36
6161 legal voters and also a majority of votes cast thereon in a 37
6262 majority of the congressional districts by legal voters. 38
6363 When conflicting measures are approved at the same election 39
6464 the one receiving the largest affirmative vote shall prevail. 40 SJR 77 3
6565 4. The general assembly shall have exclusive authority 41
6666 to enact laws enforcing provisions in this constitution 42
6767 relating to initiative petitions. 43
6868 Section B. Pursuant to chapter 116, and other 1
6969 applicable constitutional provisions and laws of this state 2
