1010 Submitting to the qualified voters of Missouri, an amendment repealing section 2 of article VIII
1111 of the Constitution of Missouri, and adopting two new sections in lieu thereof relating
1212 to elections, with penalty provisions.

1414 Be it resolved by the Senate, the House of Representatives concurring therein:
1515 That at the next general election to be held in the 1
1616 state of Missouri, on Tuesday next following the first Monday 2
1717 in November, 2024, or at a special election to be called by 3
1818 the governor for that purpose, there is hereby submitted to 4
1919 the qualified voters of this state, for adoption or 5
2020 rejection, the following amendment to article VIII of the 6
2121 Constitution of the state of Missouri:7
2222 Section A. Section 2, article VIII, Constitution of 1
2323 Missouri, is repealed and two new sections adopted in lieu 2
2424 thereof, to be known as sections 2 and 8, to read as follows:3
2525 Section 2. [All] Only citizens of the United States, 1
2626 including occupants of soldiers' and sailors' homes, over 2
2727 the age of eighteen who are residents of this state and of 3
2828 the political subdivision in which they offer to vote are 4
2929 entitled to vote at all elections by the people, if the 5
3030 election is one for which registration is required if they 6
3131 are registered within the time prescribed by law, or if the 7
3232 election is one for which registration is not required, if 8
3333 they have been residents of the political subdivision in 9
3434 which they offer to vote for thirty days next preceding the 10 SJR 91 2
3535 election for which they offer to vote: Provided however, no 11
3636 person who has a guardian of his or her estate or person by 12
3737 reason of mental incapacity , appointed by a court of 13
3838 competent jurisdiction and no person who is involuntarily 14
3939 confined in a mental institution pursuant to an adjudication 15
4040 of a court of competent jurisdiction shall be entitled to 16
4141 vote, and persons convicted of felony, or crime c onnected 17
4242 with the exercise of the right of suffrage may be excluded 18
4343 by law from voting. 19
4444 Section 8. It shall be unlawful for: 1
4545 (1) A government of a foreign country or a foreign 2
4646 political party to directly or indirectly make: 3
4747 (a) A contribution or donation of money or other thing 4
4848 of value, or make an express or implied promise to make a 5
4949 contribution or donation, in connection with an election 6
5050 conducted in this state; 7
5151 (b) A contribution or donation to a political 8
5252 committee or a political party favoring or opposing a 9
5353 candidate or ballot measure in this state; or 10
5454 (c) An expenditure, independent expenditure, or 11
5555 disbursement for an electioneering communication whether 12
5656 print, broadcast, or digital media, or other wise, related to 13
5757 a candidate or ballot measure in this state; or 14
5858 (2) A person to solicit, accept, or receive a 15
5959 contribution or donation from a government of a foreign 16
6060 country or a foreign political party in connection with a 17
6161 candidate or ballot m easure in this state; or 18
6262 (3) A government of a foreign country or a foreign 19
6363 political party to sponsor an initiative petition or a 20
6464 referendum petition. 21
