10 | 10 | | Submitting to the qualified voters of Missouri, an amendment repealing section 2 of article VIII |

11 | 11 | | of the Constitution of Missouri, and adopting two new sections in lieu thereof relating |

14 | 14 | | Be it resolved by the Senate, the House of Representatives concurring therein: |

15 | 15 | | That at the next general election to be held in the 1 |

16 | 16 | | state of Missouri, on Tuesday next following the first Monday 2 |

17 | 17 | | in November, 2024, or at a special election to be called by 3 |
---|
18 | 18 | | the governor for that purpose, there is hereby submitted to 4 |
---|
19 | 19 | | the qualified voters of this state, for adoption or 5 |
---|
20 | 20 | | rejection, the following amendment to article VIII of the 6 |
---|
21 | 21 | | Constitution of the state of Missouri:7 |

22 | 22 | | Section A. Section 2, article VIII, Constitution of 1 |

23 | 23 | | Missouri, is repealed and two new sections adopted in lieu 2 |
---|
24 | 24 | | thereof, to be known as sections 2 and 8, to read as follows:3 |

25 | 25 | | Section 2. [All] Only citizens of the United States, 1 |
---|
26 | 26 | | including occupants of soldiers' and sailors' homes, over 2 |
---|
27 | 27 | | the age of eighteen who are residents of this state and of 3 |
---|
28 | 28 | | the political subdivision in which they offer to vote are 4 |
---|
29 | 29 | | entitled to vote at all elections by the people, if the 5 |
---|
30 | 30 | | election is one for which registration is required if they 6 |
---|
31 | 31 | | are registered within the time prescribed by law, or if the 7 |
---|
32 | 32 | | election is one for which registration is not required, if 8 |
---|
33 | 33 | | they have been residents of the political subdivision in 9 |
---|
34 | 34 | | which they offer to vote for thirty days next preceding the 10 SJR 91 2 |
---|
35 | 35 | | election for which they offer to vote: Provided however, no 11 |
---|
36 | 36 | | person who has a guardian of his or her estate or person by 12 |
---|
37 | 37 | | reason of mental incapacity , appointed by a court of 13 |
---|
38 | 38 | | competent jurisdiction and no person who is involuntarily 14 |
---|
39 | 39 | | confined in a mental institution pursuant to an adjudication 15 |
---|
40 | 40 | | of a court of competent jurisdiction shall be entitled to 16 |
---|
41 | 41 | | vote, and persons convicted of felony, or crime c onnected 17 |
---|
42 | 42 | | with the exercise of the right of suffrage may be excluded 18 |
---|
43 | 43 | | by law from voting. 19 |
---|
44 | 44 | | Section 8. It shall be unlawful for: 1 |

45 | 45 | | (1) A government of a foreign country or a foreign 2 |
---|
46 | 46 | | political party to directly or indirectly make: 3 |
---|
47 | 47 | | (a) A contribution or donation of money or other thing 4 |
---|
48 | 48 | | of value, or make an express or implied promise to make a 5 |
---|
49 | 49 | | contribution or donation, in connection with an election 6 |
---|
50 | 50 | | conducted in this state; 7 |
---|
51 | 51 | | (b) A contribution or donation to a political 8 |
---|
52 | 52 | | committee or a political party favoring or opposing a 9 |
---|
53 | 53 | | candidate or ballot measure in this state; or 10 |
---|
54 | 54 | | (c) An expenditure, independent expenditure, or 11 |
---|
55 | 55 | | disbursement for an electioneering communication whether 12 |
---|
56 | 56 | | print, broadcast, or digital media, or other wise, related to 13 |
---|
57 | 57 | | a candidate or ballot measure in this state; or 14 |
---|
58 | 58 | | (2) A person to solicit, accept, or receive a 15 |
---|
59 | 59 | | contribution or donation from a government of a foreign 16 |
---|
60 | 60 | | country or a foreign political party in connection with a 17 |
---|
61 | 61 | | candidate or ballot m easure in this state; or 18 |

62 | 62 | | (3) A government of a foreign country or a foreign 19 |
