88 Submitting to the qualified voters of Missouri, an amendment to article VI of the Constitution of
99 Missouri, by adding thereto one new section relating to the appointment of certain St.

1212 Be it resolved by the Senate, the House of Representatives concurring therein:
1313 That at the next general election to be held in the 1
1414 state of Missouri, on Tuesday next following the first Monday 2
1515 in November, 2024, or at a special election to be called by 3
1616 the governor for that purpose, there is hereby submitted to 4
1717 the qualified voters of this state, for adoption or 5
1818 rejection, the following amendment to article VI of the 6
1919 Constitution of the state of Missouri:7
2020 Section A. Article VI, Constitution of Missouri , is 1
2121 amended by adding thereto one new section, to be known as 2
2222 section 32(d), to read as follows:3
2323 Section 32(d). The sheriff of the city of St. Louis 1
2424 shall appoint the commissioner of corrections or other city 2
2525 officer who is responsible for operat ing and maintaining 3
2626 detentive, penal, and corrective institutions; for 4
2727 investigating parole applications and making recommendations 5
2828 relative thereto; for exercising supervision in parole and 6
2929 probation cases; and for administering such other welfare 7
3030 services as may be provided by charter, order, or ordinance 8
3131 of the City of St. Louis and such appointment shall be 9
3232 subject to the advice and consent of the board of aldermen. 10 SJR 94 2
3333 Such commissioner or officer shall be subject to removal by 11
3434 the board of aldermen by a two-thirds vote of the board. 12
3535 Section B. Pursuant to chapter 116, and other 1
3636 applicable constitutional provisions and laws of this state 2
3737 allowing the general assembly to adopt ballot language for 3
3838 the submission of this joint resolution to the voters of 4
3939 this state, the official summary statement of this 5
4040 resolution shall be as follows: 6
4141 "Shall the Missouri Constitution be amended to 7
4242 allow the sheriff of St. Louis City to appoint 8
4343 the commissioner of corrections who oversees th e 9
4444 St. Louis City jail and shall such appointment 10
4545 be subject to the advice and consent of the St. 11
4646 Louis Board of Aldermen?". 12
