4 2.Thedepartmentshallestablishproceduresbywhicheachlocaleducational
5agencyshallregularlyreporttothedepartmentallschoolsafetyincidentsandcredible
6schoolsafetythreatsthatoccurateachattendancecenterofsuchlocaleducational
7agencyincluding,butnotlimitedto,allincidentsofschoolshootingsorotherincidents
8involvingafirearm,explosive,knife,orotherweapondefinedinsection571.010;all
9crediblethreatsofschoolshootingsorotherincidentsinvolvingafirearm,explosive,
10knife,orotherweapondefinedinsection571.010;andanyotherschoolsafetyincidents
11orcredibleschoolsafetythreatsasdeterminedbythedepartment.Thedepartmentmay
12requirelocaleducationalagenciestoreportactsofschoolviolenceorviolentbehavior,as
13suchtermsaredefinedinsection160.261,oranycrimesrequiredtobereportedtolaw
14enforcementpursuanttosection160.261.
15 3.Theproceduresestablishedpursuanttosubsection2ofthissectionshall
16include,butshallnotbelimitedto,thefollowingelements:

23reportofaschoolsafetyincidentorcredibleschoolsafetythreatpursuanttothe
24provisionsofthissection.
25 4.Thedepartmentshallmaintainandregularlyupdateadatabaseofallschool
26safetyincidentsandcredibleschoolsafetythreatsthatarereportedpursuanttothe
27provisionsofthissection.
28 5.Thedepartmentmaypromulgaterulestoimplementtheprovisionsofthis
29section.Anyruleorportionofarule,asthattermisdefinedinsection536.010,thatis
30createdundertheauthoritydelegatedinthissectionshallbecomeeffectiveonlyifit
31complieswithandissubjecttoalloftheprovisionsofchapter536and,ifapplicable,
32section536.028.Thissectionandchapter536arenonseverableandifanyofthepowers
33vestedwiththegeneralassemblypursuanttochapter536toreview,todelaythe
34effectivedate,ortodisapproveandannularulearesubsequentlyheldunconstitutional,
35thenthegrantofrulemakingauthorityandanyruleproposedoradoptedafterAugust
3628,2025,shallbeinvalidandvoid.
