1212 161.264.1.Subjecttoappropriation,thedepartmentofelementaryand
1313 2secondaryeducationshallestablishastatewideprogramtobeknownasthe"STEM
1414 3CareerAwarenessActivityProgram"toincreaseSTEMcareerawarenessamong
1515 4studentsingradesninethroughtwelve.Forthepurposesofthissection,"STEM"
1616 5meansscience,technology,engineering,andmathematics.
1717 6 2.Thedepartmentofelementaryandsecondaryeducationshallpromotethe
1818 7statewideprogrambeginninginthe2026-27schoolyear.Theprogramshallintroduce
1919 8studentsingradesninethroughtwelvetoawidevarietyofSTEMcareersand
2020 9technologythroughanactivityprogramthatinvolvesparticipatinginSTEM-related
2121 10activitiesatstate,national,orinternationalcompetitions.
2222 11 3.(1)ByJanuary1,2026,thedepartmentofelementaryandsecondary
2323 12educationshallsolicitproposalstoprovidetheactivityprogram.ByMarch1,2026,the
2424 13departmentofelementaryandsecondaryeducationshallselectaproviderforthe
2525 14program.
2626 15 (2)Thedepartmentshallselectaproviderthatpresentsquantitativeor
2727 16qualitativedatademonstratingtheeffectivenessoftheprograminanyofthefollowing
2828 17areas:

3535 23 (3)Thedepartmentshallselectaproviderthatdeliversaprogramthatmeetsthe
3636 24followingcriteria:
3737 25 (a)Providesanactivityprogramthatisledbyteacherswhoarefullycertifiedto
3838 26teachinSTEM-relatedsubjectsingradesninethroughtwelveunderthelawsgoverning
3939 27thecertificationofteachersinMissouri;and
4040 28 (b)Facilitatesacohortofstudentsingradesninethroughtwelvetoparticipate
4141 29inSTEM-relatedactivitiesatstate,national,orinternationalcompetitions.
4242 30 4.Notwithstandingtheprovisionsofsubsections2and3ofthissectiontothe
4343 31contrary,thedepartmentofelementaryandsecondaryeducationmaychooseathird-
4444 32partynonprofitentitytoimplementthestatewideprogram,solicitproposals,andselect
4545 33aproviderasdescribedundersubsection3ofthissection.
4646 34 5.Thereisherebycreatedinthestatetreasurythe"STEMCareerAwareness
4747 35ActivityFund".Thefundshallconsistofanyappropriations,gifts,bequests,orpublic
4848 36orprivatedonationstosuchfund.Thestatetreasurershallbecustodianofthefund.In
4949 37accordancewithsections30.170and30.180,thestatetreasurermayapprove
5050 38disbursementsofpublicmoneysinaccordancewithdistributionrequirementsand
5151 39proceduresdevelopedbythedepartmentofelementaryandsecondaryeducation.The
5252 40fundshallbeadedicatedfundand,uponappropriation,moneysinthefundshallbe
5353 41usedsolelyfortheadministrationofthissection.Notwithstandingtheprovisionsof
5454 42section33.080tothecontrary,anymoneysremaininginthefundattheendofthe
5555 43bienniumshallnotreverttothecreditofthegeneralrevenuefund.Thestatetreasurer
5656 44shallinvestmoneysinthefundinthesamemannerasotherfundsareinvested.Any
5757 45interestandmoneysearnedonsuchinvestmentsshallbecreditedtothefund.
5858 46 6.Thedepartmentofelementaryandsecondaryeducationmaypromulgateall
5959 47necessaryrulesandregulationsfortheadministrationofthissection.Anyruleor
6060 48portionofarule,asthattermisdefinedinsection536.010,thatiscreatedunderthe
6161 49authoritydelegatedinthissectionshallbecomeeffectiveonlyifitcomplieswithandis
6262 50subjecttoalloftheprovisionsofchapter536and,ifapplicable,section536.028.This
6363 51sectionandchapter536arenonseverableandifanyofthepowersvestedwiththe
6464 52generalassemblypursuanttochapter536toreview,todelaytheeffectivedate,orto
6565 53disapproveandannularulearesubsequentlyheldunconstitutional,thenthegrantof
6666 HB1111 2 54rulemakingauthorityandanyruleproposedoradoptedaftertheeffectivedateofthis
6767 55actshallbeinvalidandvoid.
