ThisbillrequirestheStateBoardofEducation(SBE) toadoptfor
the2026-27schoolyearandallsubsequentyearsanationallynorm-
referencedassessmentthatsatisfiestheFederalpupiltesting
mandates. Theassessmentwillbealignedtostatestandards,
measuregrowth,andassessperformancerelativetogradelevels.
Thebilllimitstheresultsofassessmentstocompliancewith
federallawandinstructsthattheassessmentsbeprovidedtothe
minimumextentwiththeleastreductionofinstructionaltimeas
possibletoassessacademicachievement.
ThisbillrepealsprovisionsoflawrequiringtheStateBoardof
Educationtodevelopastatewideassessmentsystem.Instead,
schooldistrictswillusenationallynorm-referencedassessments,
ratherthantheMissouriAssessmentProgram,toteststudents'
knowledgeandskills.
Thebillincludesacontingenteffectivedateandwillnotgointo
effectuntiltheUnitedStatesDepartmentofEducationhasbeen
abolishedordismantledbyanactoftheUnitedStatesCongress.
