17 2.Totheextentallowedbyfederallaw,thedepartmentofmentalhealthshall
18require988Lifelinecenterstocomplywiththefollowingstandards:

SectionB.Becauseimmediateactionisnecessarytoaddresspressingmattersof
2mentalhealthemergencies,sectionAofthisactisdeemednecessaryfortheimmediate
3preservationofthepublichealth,welfare,peace,andsafety,andisherebydeclaredtobean
4emergencyactwithinthemeaningoftheconstitution,andsectionAofthisactshallbeinfull
5forceandeffectuponitspassageandapproval.
