HB1156 17 23 6.Inthecaseofanyprimaryelection,theelectionjudgesshalldetermine,using 24thevoter'sregistrationinformation,whetherthevoter'spoliticalpartyaffiliationisthe 25sameasthepoliticalpartyholdingtheprimaryelection. 115.628.1.Exceptasprovidedinsubsection4ofthissection,thegoverningbody 2ofanyestablishedpoliticalpartyshalladoptaclosedprimaryelectionsystemthatshall 3beenforcedbytheofficeofthesecretaryofstateandtherequisitelocalelection 4authority.Theclosedprimaryelectionsystemshallbebindinguponallelectionsfor 5partisanofficesinthisstate. 6 2.Thesecretaryofstateshallmaintainvoterregistrationrecordsinaccordancewith 7theMissourivoterregistrationsystemdefinedundersection115.158.Nolaterthan 8nineteenweekspriortoanyprimaryelectiondate,thesecretaryofstateshalldistribute 9alistofeligiblevotersforeachestablishedpoliticalpartytoallrequisitelocalelection 10authorities.Localelectionauthoritiesshallimplementtheclosedprimarysystemfor 11anyprimaryelectionafterJanuary1,2026,byprovidingprimaryballotsindicating 12politicalpartynomineesonlytothoseindividualswhoareregisteredtovoteinthisstate 13andwhoappearonthelistsprovidedbythesecretaryofstate. 14 3.Anypoliticalpartyentitledtoballotaccessasestablishedundersection 15115.315shallbeallowedtoexemptitselffromaclosedprimaryandconductacaucusor 16primaryelectionatitsownexpense.Thepartyshallbeallowedtosubmitageneral 17electioncandidateforthegeneralelectionballot. 18 4.Thestateshallpaythecostsofimplementingandprovidingnoticeofthe 19closedprimarysystemunderthissection,withtheexceptionofanycaucusorprimary 20electionconductedundersubsection4ofthissection.Thestateshallendanyinitial 21notificationrequirementunderthissectionorchapterafterthepoliticalpartyprimary 22electionisheldinAugust2026. 23 [2.]5.Localelectionauthoritiesshallnotifyregisteredvotersofthepoliticalparty 24affiliation[opportunities] requirementsofthissectionusingallcurrentelectionmailingsthat 25wouldotherwisebemailedtoregisteredvoterspriortoJanuary1,2025. 26 [3.]6.BeginningJanuary1,2023,thevoterregistrationapplicationformshallbe 27amendedtoincludeachoiceofpoliticalpartyaffiliation. 28 [4.]7.Notwithstandinganyotherprovisionoflawtothecontrary,beginningJanuary 291,2023,votersmaydeclarepoliticalpartyaffiliationduringthevotercheck-inprocessatany 30election.Appropriatesoftwareshallbeprovidedatvotercheck-inforpoliticalparty 31affiliationsoastominimizelaterdataentryforelectionauthorities.Iftheelectionauthority 32doesnotuseelectronicpollbooks,thenasigned,writtennoticeinsubstantiallythesame 33mannerasachangeofaddressapplicationisfiledundersection115.165isadequate.The HB1156 18 34electionauthorityshallprocessthisinitialpoliticalpartyregistrationthroughitsnormal 35meansofadministration. 36 [5.]8.Notwithstandinganyotherprovisionoflawtothecontrary,allcurrent 37processesforregisteringvotersinthevariouscountiesshallremaininplace. ✔ HB1156 19
