2thefollowingtermsmean:
3 (1)"Abuse",anyphysicalinjury,sexualabuse,oremotionalabuseinflictedonachild
4otherthanbyaccidentalmeansbythoseresponsibleforthechild'scare,custody,andcontrol,
5exceptthatdisciplineincludingspanking,administeredinareasonablemanner,shallnotbe
6construedtobeabuse.Victimsofabuseshallalsoincludeanyvictimsofsextraffickingor
7severeformsoftraffickingasthosetermsaredefinedin[22U.S.C.78Section7102(9)-(10)]
822U.S.C.Section7102,asamended;
9 (2)"Assessmentandtreatmentservicesforchildren",anapproachtobedevelopedby
10thechildren'sdivisionwhichwillrecognizeandtreatthespecificneedsofat-riskandabused
11orneglectedchildren.Thedevelopmentalandmedicalassessmentmaybeabroadphysical,
12developmental,andmentalhealthscreening[tobecompletedwithinthirtydaysofachild's
13entryintocustodyand]thatshallbeinaccordancewiththetimeframessetforthunder
14paragraphs(a)and(b)ofthissubdivisionandtheperiodicityschedulesetforthbythe
15AmericanAcademyofPediatricsthereafteraslongasthechildremainsincare.Screenings
16maybeofferedatacentralizedlocationandshallinclude,ataminimum,thefollowing:

18performedbyapediatricianfamiliarwiththeeffectsofabuse[and] orneglectonyoung
19children. Thepediatricianwhoperformsthephysicalunderthisparagraphshallalso
20requestthechild'spastmedicalrecords,andafosterfamilyofthechildshallhave
21accesstoallmedicalrecordsunderthisparagraph.Anypersonreceivingsuchrequest
22shallfulfilltherequestwithinthirtydays; and
23 (b)Withinthirtydaysofthephysicalunderparagraph(a)ofthissubdivision,a
24developmental,behavioral,andemotionalscreeninginadditiontoearlyperiodicscreening,
25diagnosis,andtreatmentservices,includingacoresetofstandardizedandrecognized
26instrumentsaswellasinterviewswiththechildandappropriatecaregivers.Thescreening
27batterymaybeperformedbyalicensedmentalhealthprofessionalfamiliarwiththeeffectsof
28abuse[and]orneglectonyoungchildrenoraprimarycarephysicianusingastandardized
29assessmenttool,whowillthenserveastheliaisonbetweenallserviceprovidersinensuring
30thatneededservicesareprovided.Suchtreatmentservicesmayincludein-homeservices,
31out-of-homeplacement,intensivetwenty-four-hourtreatmentservices,familycounseling,
32parentingtrainingandotherbestpractices.

34Childrenwhosescreeningsindicateanareaofconcernmaycompleteacomprehensive,in-
35depthhealth,psychodiagnostic,ordevelopmentalassessmentwithinsixtydaysofentryinto
36custody;
37 (3)"Centralregistry",aregistryofpersonswherethedivisionhasfoundprobable
38causetobelievepriortoAugust28,2004,orbyapreponderanceoftheevidenceafterAugust
3928,2004,oracourthassubstantiatedthroughcourtadjudicationthattheindividualhas
40committedchildabuseorneglectorthepersonhaspledguiltyorhasbeenfoundguiltyofa
41crimepursuanttosection565.020,565.021,565.023,565.024,565.050,566.030,566.060,or
42567.050ifthevictimisachildlessthaneighteenyearsofage,oranyothercrimepursuantto
43chapter566ifthevictimisachildlessthaneighteenyearsofageandtheperpetratoris
44twenty-oneyearsofageorolder,acrimeundersection568.020,568.030,568.045,568.050,

46573.205,oranattempttocommitanysuchcrimes.Anypersonsplacedontheregistryprior

66divisionorchildren'sservicesproviderinbehalfofthefamilyand/orchildforthepurposeof

68aplanforreunificationorotherpermanencyoptions,determiningtheappropriateplacement
