4 (1)Constrainsthefreedomofcontractofsuchpostsecondaryeducational
5institutionorpublicschool;
6 (2)Allowsthecurriculaorvaluesofsuchpostsecondaryeducationalinstitution
7orpublicschooltobedirected,controlled,orinfluencedbythecountryofconcern;or
8 (3)Promotesanagendadetrimentaltothesafetyorsecurityofthisstate,
9Missourians,ortheUnitedStates.
10 2.Priortotheexecutionofaculturalexchangeagreementwithaforeignsource
11fromacountryofconcern,thesubstanceoftheagreementshallbesharedwith
12departmentsofthisstateandwithfederalagenciesconcernedwithprotectingnational

20educationshallsubmitareporttothegovernor,thespeakerofthehouseof
21representatives,andthepresidentprotemporeofthesenaterelatingtopartnerships
22andagreementsofpostsecondaryeducationalinstitutionsandpublicschoolsmadewith
23educationalinstitutionsorotherinstitutionsbasedincountriesofconcern.Thereport
24shallinclude,butnotbelimitedto,atleastthefollowinginformationfortheprevious
25fiscalyear:
26 (a)Datareflectinganygrantprogram,agreement,partnership,orcontract
27betweenapostsecondaryeducationalinstitutionandanycollege,university,orentity
