impeding,threatening,orharassingafirstresponder,withapenaltyprovision.
BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Chapter575,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection575.356,toreadasfollows:
575.356.1.Apersoncommitstheoffenseofimpeding,threatening,orharassing
2afirstresponderifsuchpersonafterreceivinganoralwarningnottoapproachfroman
3individualthatthepersonknowsorreasonablyshouldknowisafirstresponderandthe
4individualisengagedinthelawfulperformanceofhisorherdutiesasafirstresponder
5knowinglyandwillfullyviolatessuchwarningandapproachesorremainswithin
6twenty-fivefeetofthefirstresponderwiththeintentto:
7 (1)Impedeorinterferewiththefirstresponder'sabilitytoperformsuchduties;
8 (2)Threatenthefirstresponderwithphysicalharm;or
9 (3)Harassthefirstresponder.
10 2.Theoffenseofimpeding,threatening,orharassingafirstresponderisaclass
11Dmisdemeanor.
12 3.Asusedinthissection,thefollowingtermsmean:
13 (1)"Emergencymedicalcareprovider",anambulancedriver,emergency
14medicaltechnician,paramedic,registerednurse,physician,ormedicaldirector.The
15term"emergencymedicalcareprovider"alsoincludesaphysician,employee,agent,or
16volunteerofahospitalasdefinedinsection190.100whoisemployed,undercontract,or

23responderthatintentionallycausessubstantialemotionaldistressinthatfirstresponder
24andservesnolegitimatepurpose.
