BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows: SectionA.Sections161.1050and161.1055,RSMo,arerepealed,toreadasfollows: [161.1050.1.Thereisherebyestablishedwithinthedepartmentof 2 elementaryandsecondaryeducationthe"Trauma-InformedSchools 3 Initiative". 4 2.Thedepartmentofelementaryandsecondaryeducationshall 5 consultthedepartmentofmentalhealthandthedepartmentofsocialservices 6 forassistanceinfulfillingtherequirementsofthissection. 7 3.Thedepartmentofelementaryandsecondaryeducationshall: 8 (1)Provideinformationregardingthetrauma-informedapproachtoall 9 schooldistricts; 10 (2)Offertrainingonthetrauma-informedapproachtoallschool 11 districts,whichshallincludeinformationonhowschoolscanbecometrauma- 12 informedschools;and 13 (3)Developawebsiteaboutthetrauma-informedschoolsinitiative 14 thatincludesinformationforschoolsandparentsregardingthetrauma- 15 informedapproachandaguideforschoolsonhowtobecometrauma- 16 informedschools. 17 4.Eachschooldistrictshallprovidetheaddressofthewebsite 18 describedundersubdivision(3)ofsubsection3ofthissectiontoallparentsof 19 thestudentsinitsdistrictbeforeOctoberfirstofeachschoolyear. 20 5.Forpurposesofthissection,thefollowingtermsmean: 21 (1)"Trauma-informedapproach",anapproachthatinvolves 22 understandingandrespondingtothesymptomsofchronicinterpersonal 23 traumaandtraumaticstressacrossthelifespan; EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 24 (2)"Trauma-informedschool",aschoolthat: 25 (a)Realizesthewidespreadimpactoftraumaandunderstands 26 potentialpathsforrecovery; 27 (b)Recognizesthesignsandsymptomsoftraumainstudents, 28 teachers,andstaff; 29 (c)Respondsbyfullyintegratingknowledgeabouttraumaintoits 30 policies,procedures,andpractices;and 31 (d)Seekstoactivelyresistretraumatization.] [161.1055.1.Subjecttoappropriations,thedepartmentofelementary 2 andsecondaryeducationshallestablishthe"Trauma-InformedSchoolsPilot 3 Program". 4 2.Underthetrauma-informedschoolspilotprogram,thedepartment 5 ofelementaryandsecondaryeducationshallchoosefiveschoolstoreceive 6 intensivetrainingonthetrauma-informedapproach. 7 3.Thefiveschoolschosenforthepilotprogramshallbelocatedinthe 8 followingareas: 9 (1)Onepublicschoollocatedinametropolitanschooldistrict; 10 (2)Onepublicschoollocatedinahomerulecitywithmorethanfour 11 hundredthousandinhabitantsandlocatedinmorethanonecounty; 12 (3)Onepublicschoollocatedinaschooldistrictthathasmostorallof 13 itslandarealocatedinacountywithacharterformofgovernmentandwith 14 morethanninehundredfiftythousandinhabitants; 15 (4)Onepublicschoollocatedinaschooldistrictthathasmostorallof 16 itslandarealocatedinacountywithacharterformofgovernmentandwith 17 morethansixhundredthousandbutfewerthansevenhundredthousand 18 inhabitants;and 19 (5)Onepublicschoollocatedinanyoneofthefollowingcounties: 20 (a)Acountyofthethirdclassificationwithoutatownshipformof 21 governmentandwithmorethanforty-onethousandbutfewerthanforty-five 22 thousandinhabitants; 63 (2)Providethefiveschoolswithfundstoimplementthetrauma- 64 informedapproach;and 65 (3)Closelymonitortheprogressofthefiveschoolsinbecoming 66 trauma-informedschoolsandprovidefurtherassistanceifnecessary. 67 5.Thedepartmentofelementaryandsecondaryeducationshall 68 terminatethetrauma-informedschoolspilotprogramonAugust28,2019. 69 BeforeDecember31,2019,thedepartmentofelementaryandsecondary 70 educationshallsubmitareporttothegeneralassemblythatcontainstheresults 71 ofthepilotprogram,includinganybenefitsexperiencedbythefiveschools 72 chosenfortheprogram. 73 6.(1)Thereisherebycreatedinthestatetreasurythe"Trauma- 74 InformedSchoolsPilotProgramFund".Thefundshallconsistofany 75 appropriationstosuchfund.Thestatetreasurershallbecustodianofthefund. 76 Inaccordancewithsections30.170and30.180,thestatetreasurermay 77 approvedisbursementsofpublicmoneysinaccordancewithdistribution 78 requirementsandproceduresdevelopedbythedepartmentofelementaryand 79 secondaryeducation.Thefundshallbeadedicatedfundand,upon 80 appropriation,moneysinthefundshallbeusedsolelyfortheadministrationof 81 thissection. 82 (2)Notwithstandingtheprovisionsofsection33.080tothecontrary, 83 anymoneysremaininginthefundattheendofthebienniumshallnotrevertto 84 thecreditofthegeneralrevenuefund.
