2424 1334.Thecommissionershallcooperatewiththedepartmenttopurchasetimelyservices

4242 30 7.Thecommissionerofadministrationmaypromulgateallnecessaryrulesand
4343 31regulationsfortheadministrationofthissection.Anyruleorportionofarule,asthat
4444 32termisdefinedinsection536.010,thatiscreatedundertheauthoritydelegatedinthis
4545 33sectionshallbecomeeffectiveonlyifitcomplieswithandissubjecttoallofthe
4646 34provisionsofchapter536and,ifapplicable,section536.028.Thissectionandchapter
4747 35536arenonseverableandifanyofthepowersvestedwiththegeneralassembly
