6767 55districtshallbecomeapartofthecountylibrarydistrictatthebeginningofthenextfiscal
6868 56yearafterthemergerandthepropertywithinthecitylibrarydistrictshallbetreatedaswithin
6969 57thecountylibrarydistrictforallsuchpurposes;except,untilthecitylibrarydistrictshall
7070 58becomeapartofthecountylibrarydistrictthelevyandcollectionoftaxesshallbemadeas
7171 59thoughnomergerhadtakenplace,sothatthelevyandcollectionoftaxesshallbewithout
7272 60interruption,andduringthatperiodnochangeinthelevyshalltakeplace.Thefunds
7373 61collectedshallbeturnedovertothecitytreasurerimmediatelyuponcollection.
7474 62 6.Alloftherealandpersonalpropertyandalloftheobligationsofthepreexisting
7575 63separatecityandcountylibrarydistrictsshall,withoutfurtheraction,becometheproperty
7676 64andobligationsofthemergedcity-countylibrarydistrict,whichshallhaveanofficialname

7979 67 7.Themergeddistrict,andthelibrarian,officialsandboardthereof,shallhaveallof
8080 68therights,powers,responsibilities,andprivilegesgrantedcountylibrarydistrictsbythelaws
8181 69ofthestateofMissouriandshallbegovernedbysuchlaws,asthoughthemergeddistricts
8282 70wereacountylibrarydistrict,except:
8383 71 (1)Wheresuchlawsareinconsistentwiththissection;
8484 72 (2)Thetreasureroftheboardoftrusteesofthelibrarydistrictshallreceiveandbethe
8585 73custodianofallmoneys,belongingtothedistrictfromwhateversourcederived.Suchfunds
8686 74shallbeauditedannually.Atleastonceineverymonththeproperfinanceofficershallpay
8787 75overtothetreasurerofthelibrarydistrictallmoneysreceivedandcollectedforthefund,
8888 76includinginterestonsuchmoneys,andtakeduplicatereceiptsfromthetreasurer,oneof
8989 77whichheshallfilewiththesecretaryofthelibrarydistrictandtheotherofwhichheshallfile
9090 78inhissettlementwiththepropergoverningbody;
9191 79 (3)Thelibraryboardshallprepareabudgetforeachfiscalyearandallexpenditures
9292 80shallconformtosuchbudget.Thebudgetshallbepreparedandapprovedbythelibrary
9393 81boardandmadeavailabletothemembersofthegoverningbodyofthecityandthemembers
9494 82ofthecountygoverningbodysixtydaysbeforethebeginningofeachfiscalyear,exceptthe
9595 83firstbudgetofthemergeddistrictshallbepreparedforthwithandsodeliveredafterthe
9696 84merger.
