188.034.1.Exceptinthecaseofamedicalemergency,nopersonshall
2knowinglyperform,induce,orattempttoperformorinduceanabortiononanother
3usingmifepristone,orknowinglyprovidethemeansforanotherpersontoundergoan
4abortionbyusingmifepristone,withoutalsoprovidingalegible,writtennoticetothe
5personconsideringtheabortionthatisapprovedbythedepartmentofhealthandsenior
6servicesandthatreadssubstantiallyasfollows:
7 NOTICETOPERSONS HAVINGDRUG-INDUCED ORCHEMICAL
8 ABORTIONSTHATUSEMIFEPRISTONE:Mifepristone(alsoknownas
9 Mifeprexandbyothernames)usedalonewillnotalwaysinduceanabortion.It
10 maybepossibletoreverseitsintendedeffectsothatyourunbornchildcanbe
11 bornaliveifthesecondpillortablethasnotbeentakenoradministered.Ifyou
12 changeyourmindandwanttotrytokeepyourbaby,youcangetimmediatehelp
13 byaccessing available resources,including through

15 inlocatingamedicalprofessionalwhocanaidinthereversalofanabortion.
16 2.Thedepartmentofhealthandseniorservicesshallcausetobepublishedin
17state-preparedprintedmaterialandonastate-preparedandstate-maintainedwebsite

24 3.Thedepartmentofelementaryandsecondaryeducationandthedepartment
25ofhighereducationandworkforcedevelopment,workingwiththedepartmentofhealth
26andseniorservices,shalldevelopapublicawarenesssignthatisconsistentwith
27subsection2ofthissectionandthatshallbedisplayedineveryrestroominsecondary
28schoolsandinstitutionsofhighereducationinthisstate.Therequiredpublicawareness
29signshallbeatleast8.5inchesby11inchesinsize,beprintedinatleast16-pointfont,
30andshallbeinbothEnglishandSpanish.
31 4.Onanannualbasis,thedepartmentofelementaryandsecondaryeducation
32andthedepartmentofhighereducationandworkforcedevelopment,workingwiththe
33departmentofhealthandseniorservices,shallreviewand,ifnecessary,updatethe
34informationrequiredundersubsection3ofthissection.
35 5.Hospitalemergencyroomsshalldisplayapublicawarenesssigndevelopedby
36thedepartmentofhealthandseniorservicesthatisconsistentwithsubsection2ofthis
37sectioninwaitingareasandpatientfacilities.Therequiredpublicawarenesssignshall
38beatleast8.5inchesby11inchesinsize,beprintedinatleast16-pointfont,andstate
39substantiallythefollowinginEnglishandSpanish:

49emergencyroomstodisplayasigninwaitingareasandpatientfacilitiesthatisatleast
508.5inchesby11inchesinsize,isprintedinatleast16-pointfont,andstatessubstantially

HB1474 2 55 8.Thedepartmentofhealthandseniorservicesmaypromulgateallnecessary
56rulesandregulationsfortheadministrationofthissection.Anyruleorportionofa
57rule,asthattermisdefinedinsection536.010,thatiscreatedundertheauthority
58delegatedinthissectionshallbecomeeffectiveonlyifitcomplieswithandissubjectto
59alloftheprovisionsofchapter536and,ifapplicable,section536.028.Thissectionand
60chapter536arenonseverableandifanyofthepowersvestedwiththegeneralassembly
61pursuanttochapter536toreview,todelaytheeffectivedate,ortodisapproveandannul
62arulearesubsequentlyheldunconstitutional,thenthegrantofrulemakingauthority
63andanyruleproposedoradoptedafterAugust28,2025,shallbeinvalidandvoid.
