voterregistration,withacontingenteffectivedate.
BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Section115.135,RSMo,isrepealedandonenewsectionenactedinlieu
2thereof,tobeknownassection115.135,toreadasfollows:
115.135.1.Anypersonwhoisqualifiedtovote,orwhoshallbecomequalifiedto
2voteonorbeforethedayofelection,shallbeentitledtoregisterinthejurisdictionwithin
3whichheorsheresides.Inordertovoteinanyelectionforwhichregistrationisrequired,a
4personmustberegisteredtovoteinthestateofMissourinolaterthan5:00p.m.,orthe
5normalclosingtimeofanypublicbuildingwheretheregistrationisbeingheldifsuchtimeis
6laterthan5:00p.m.,onthefourthWednesdaypriortotheelection,unlessthevoterisan
7interstateformerresident,anewresident,oracoveredvoter,asdefinedinsection115.275.
8Anypersonregisteringaftersuchdateshallbeeligibletovoteinsubsequentelections.
9 2.Apersonapplyingtoregisterwithanelectionauthorityoradeputyregistration
10officialshallidentifyhimselforherselfbypresentingacopyofabirthcertificate,aNative
11Americantribaldocument,otherproofofUnitedStatescitizenship,avalidMissouridrivers
12licenseorotherformofpersonalidentificationatthetimeofregistration.
13 3.Exceptasprovidedinfederallaworfederalelectionsandinsection115.277,no
14personshallbeentitledtovoteifthepersonhasnotregisteredtovoteinthejurisdictionofhis
15orherresidence.
16 4.Acoveredvoterasdefinedinsection115.275whohasbeendischargedfrom
17militaryservice,hasreturnedfromamilitarydeploymentoractivation,orhasseparatedfrom
