Torepealsection42.300,RSMo,andtoenactinlieuthereofonenewsectionrelatingtothe
distributionofcertainfundsformemorialsandmuseumsdedicatedtoveterans.
BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Section42.300,RSMo,isrepealedandonenewsectionenactedinlieu
2thereof,tobeknownassection42.300,toreadasfollows:
42.300.1.Thereisherebycreatedinthestatetreasurythe"VeteransCommission
2CapitalImprovementTrustFund"whichshallconsistofmoneycollectedundersection
3313.835.Thestatetreasurershalladministertheveteranscommissioncapitalimprovement
4trustfund,andthemoneysinsuchfundshallbeusedsolely,uponappropriation,bythe
5Missouriveteranscommissionfor:
6 (1)Theconstruction,maintenanceorrenovationorequipmentneedsofveterans'
7homesinthisstate;
8 (2)Theconstruction,maintenance,renovation,equipmentneedsandoperationof
9veterans'cemeteriesinthisstate;
10 (3)FundtransferstoMissouriveterans'homesfundestablishedundertheprovisions
11ofsection42.121,asnecessarytomaintainsolvencyofthefund;
12 (4)Fundtransferstoanymunicipalitywithapopulationgreaterthanfourhundred
13thousandandlocatedinpartofacountywithapopulationgreaterthansixhundredthousand
14inthisstatewhichhasestablishedafundforthesolepurposeoftherestoration,renovation,
15andmaintenanceofamemorialormuseumorbothdedicatedtoWorldWarI.Appropriations
16fromtheveteranscommissioncapitalimprovementtrustfundtosuchmemorialfundshallbe
17providedonlyasaone-timematchforotherfundsdevotedtotheprojectandshallnotexceed
EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis
intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 18fivemilliondollars.Additionalappropriationsnottoexceedtenmilliondollarstotalmaybe
19madefromtheveteranscommissioncapitalimprovementtrustfundasamatchtootherfunds
20forthenewconstructionorrenovationofotherfacilitiesdedicatedasveterans'memorialsin
21thestate.Allappropriationsforrenovation,newconstruction,reconstruction,and
22maintenanceofveterans'memorialsshallbemadeonlyforapplicationsreceivedbythe
23MissouriveteranscommissionpriortoJuly1,2004;
24 (5)Theissuanceofmatchingfundgrantsforveterans'serviceofficerprogramstoany
25federallycharteredveterans'organizationormunicipalgovernmentagencythatiscertifiedby
26theVeteransAdministrationtoprocessveteranclaimswithintheVeteransAdministration
27System;providedthatsuchveterans'organizationhasmaintainedaveterans'serviceofficer
28presencewithinthestateofMissouriforthethree-yearperiodimmediatelyprecedingthe
29issuanceofanysuchgrant.Atotalofonemillionfivehundredthousanddollarsingrants
30shallbemadeavailableannuallyforserviceofficersandjointtrainingandoutreachbetween
31veterans'serviceorganizationsandtheMissouriveteranscommissionwithgrantsbeing
32issuedinJulyofeachyear.Applicationforthematchinggrantsshallbemadethroughand
33approvedbytheMissouriveteranscommissionbasedontherequirementsestablishedbythe
34commission;
35 (6)ForpaymentofMissouriNationalGuardandMissouriveteranscommission
36expensesassociatedwithprovidingmedals,medallionsandcertificatesinrecognitionof
37serviceintheArmedForcesoftheUnitedStatesduringWorldWarII,theKoreanConflict,
38andtheVietnamWarundersections42.170to42.226.Anyfundsremainingfromthemedals,
39medallionsandcertificatesshallnotbetransferredtoanyotherfundandshallonlybeutilized
40fortheawardingoffuturemedals,medallions,andcertificatesinrecognitionofserviceinthe
41ArmedForces;
42 (7)Fundtransferstotalingtenmilliondollarstoanymunicipalitywithapopulation
43greaterthanthreehundredfiftythousandinhabitantsandlocatedinpartinacountywitha
44populationgreaterthansixhundredthousandinhabitantsandwithacharterformof
45government,forthesolepurposeoftheconstruction,restoration,renovation, and
46maintenanceofamemorialormuseumorbothdedicatedtoWorldWarI;[and]
47 (8)Fundtransferstotalingnomorethanfivehundredthousanddollarstoany
48countywithmorethanseventeenthousandsixhundredbutfewerthannineteen
49thousandinhabitantsandwithacountyseatwithmorethaneightthousandbutfewer
50thantenthousandinhabitants,forthesolepurposeoftherestoration,renovation,and
51maintenanceofamemorialormuseumorbothdedicatedtoMissouriandUnitedStates
52veteransandtheirservice;and
53 (9)TheadministrationoftheMissouriveteranscommission.

55thesamemannerasmoneyswhicharetransferredtothefundunderthissection.
56Notwithstandingtheprovisionsofsection33.080tothecontrary,moneysintheveterans
57commissioncapitalimprovementtrustfundattheendofanybienniumshallnotbe
58transferredtothecreditofthegeneralrevenuefund.
59 3.Uponrequestbytheveteranscommission,thegeneralassemblymayappropriate
60moneysfromtheveteranscommissioncapitalimprovementtrustfundtotheMissouri
61NationalGuardtrustfundtosupporttheactivitiesdescribedinsection41.958.
