423schoolyear,anylicensededucatormayannuallycompleteuptotwohoursoftrainingor
5professionaldevelopmentinyouthsuicideawarenessandpreventionaspartofthe
6professionaldevelopmenthoursrequiredforstateboardofeducationcertification.
7 (2)Beginninginthe2023-24schoolyearandcontinuinginsubsequentschoolyears,
8thepracticingteacherassistanceprogramsestablishedundersection168.400mayofferand
9includeatleasttwohoursofin-servicetrainingprovidedbyeachlocalschooldistrictforall
10practicingteachersinsuchdistrictregardingsuicideprevention.Eachschoolyear,all
11teachers,principals,andlicensededucatorsineachdistrictmayattendsuchtrainingor
12completetrainingonsuicidepreventionthroughself-reviewofsuicidepreventionmaterials.
13Attendanceatthetrainingshallcountastwocontacthoursofprofessionaldevelopmentunder
14section168.021andshallcountastwohoursofanyothersuchtrainingrequiredunderthis
15section.

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 16 3.Thedepartmentofelementaryandsecondaryeducationshalldevelopguidelines
17suitablefortrainingorprofessionaldevelopmentinyouthsuicideawarenessandprevention.
18Thedepartmentmaydevelopmaterialsthatmaybeusedforthetrainingdescribedunder
19subsection2ofthissectionormayofferdistrictsmaterialsdevelopedbyathirdpartythat
20districtsmayuseforthetraining.
21 4.Forthe2026-27schoolyearandallsubsequentschoolyears,suicide
22preventiontrainingdescribedinsubdivision(2)ofsubsection2ofthissectionand
23guidelinesandmaterialsdevelopedorusedundersubsection3ofthissectionshall
24require:
25 (1)TrainingandguidanceonusingtheColumbiaProtocol,alsoknownasthe
26Columbia-SuicideSeverityRatingScale(C-SSRS),thatsupportssuiciderisk
27assessment;and
28 (2)Trainingonthevirtualtooldevelopedandimplementedundersection
29630.099toassistteachersinknowinghowandwhentousethevirtualtooltoassist
30studentsseekingmentalhealthinformation,help,andsupport.
31 5.Forpurposesofthissection,theterm"licensededucator"shallrefertoanyteacher
32withacertificateoflicensetoteachissuedbythestateboardofeducationoranyother
33educatororadministratorrequiredtomaintainaprofessionallicenseissuedbythestateboard
34ofeducation.

36andregulationstoimplementthissection.
37 [6.]7.Anyruleorportionofarule,asthattermisdefinedinsection536.010,thatis
38createdundertheauthoritydelegatedinthissectionshallbecomeeffectiveonlyifitcomplies
39withandissubjecttoalloftheprovisionsofchapter536and,ifapplicable,section536.028.
40Thissectionandchapter536arenonseverableandifanyofthepowersvestedwiththe
41generalassemblypursuanttochapter536toreview,todelaytheeffectivedate,orto
42disapproveandannularulearesubsequentlyheldunconstitutional,thenthegrantof
43rulemakingauthorityandanyruleproposedoradoptedafterAugust28,2016,shallbeinvalid
44andvoid.
170.048.1.ByJuly1,2018,eachdistrictshalladoptapolicyforyouthsuicide
2awarenessandprevention,includingplansforhowthedistrictwillprovideforthetraining
3andeducationofitsdistrictemployees.
4 2.Eachdistrict'spolicyshalladdressandinclude,butnotbelimitedto,thefollowing:
5 (1)Strategiesthatcanhelpidentifystudentswhoareatpossibleriskofsuicide;
6 (2)Strategiesandprotocolsforhelpingstudentsatpossibleriskofsuicide;and
7 (3)Protocolsforrespondingtoasuicidedeath.
HB1529	2 8 3.ByJuly1,2017,thedepartmentofelementaryandsecondaryeducationshall
9developamodelpolicythatdistrictsmayadopt.Whendevelopingthemodelpolicy,the
10departmentshallcooperate,consultwith,andseekinputfromorganizationsthathave
11expertiseinyouthsuicideawarenessandprevention.ByJuly1,2021,andatleasteverythree
12yearsthereafter,thedepartmentshallrequestinformationandseekfeedbackfromdistrictson
13theirexperiencewiththepolicyforyouthsuicideawarenessandprevention.Thedepartment
14shallreviewthisinformationandmayuseittoadaptthedepartment'smodelpolicy.The
15departmentshallpostanyinformationonitswebsitethatithasreceivedfromdistrictsthatit
16deemsrelevant.Thedepartmentshallnotpostanyconfidentialinformationorany
17informationthatpersonallyidentifiesanystudentorschoolemployee.
18 4.(1)BeginningJuly1,2025,apublicschoolorcharterschoolthatservesanypupils
19ingradesseventotwelveandthatissuespupilidentificationcardsshallhaveprintedoneither
20sideofthecards:
21 (a)Thethree-digitdialingcodethatdirectscallsandroutestextmessagestothe
22SuicideandCrisisLifeline,988;and
23 (b)Thenonemergencytelephonenumberofthelocalpolicedepartment;and
24 (c)Mayhaveprintedoneithersideofthecards:
25 a.Thesix-digitdialingcodethatroutestextmessagestotheCrisisTextLine,741741;
26and
27 b.Thetelephonenumberofalocalsuicidepreventionhotline,ifsuchhotlineis
28available.
29 (2)If,onJuly1,2025,apublicschoolorcharterschoolsubjecttotherequirementsof
30thissubsectionhasasupplyofunissuedpupilidentificationcardsthatdonotcomplywiththe
31requirementsofsubdivision(1)ofthissubsection,theschoolshallissuethosecardsuntilthat
32supplyisdepleted.
33 (3)Subdivision(1)ofthissubsectionshallapplytoapupilidentificationcardissued
34forthefirsttimetoapupilandtoacardissuedtoreplaceadamagedorlostcard.
35 5.Forthe2026-27schoolyearandallsubsequentschoolyears,eachschool
36districtshallupdatetheschooldistrict'spolicyforyouthsuicideawarenessand
37preventiontrainingrequiredundersubsection1ofthissectiontoaddressandinclude:
38 (1)TrainingandguidanceonusingtheColumbiaProtocol,alsoknownasthe
39Columbia-SuicideSeverityRatingScale(C-SSRS),thatsupportssuiciderisk
40assessment;and
41 (2)Trainingonthevirtualtooldevelopedandimplementedundersection

45developedundersubsection3ofthissectionshallbeupdatedtoincludearequirement
46for:
47 (1)TrainingandguidanceonusingtheColumbiaProtocol,alsoknownasthe
48Columbia-SuicideSeverityRatingScale(C-SSRS),thatsupportssuiciderisk
49assessment;and
50 (2)Trainingonthevirtualtooldevelopedandimplementedundersection

170.307.1.Forschoolyear2022-23andeachschoolyearthereafter,upon
2graduationfromhighschool,pupilsinpublicschoolsandcharterschoolsshallhavereceived
3mentalhealthawarenesstraininggivenanytimeduringapupil'sfouryearsofhighschool.
4 2.Beginninginschoolyear2022-23,anypublicschoolorcharterschoolserving
5gradesninethroughtwelveshallprovideenrolledstudentsinstructioninmentalhealth
6awareness.Studentswithdisabilitiesmayparticipatetotheextentappropriateasdetermined
7bytheprovisionsoftheIndividualswithDisabilitiesEducationActorSection504ofthe
8RehabilitationAct.Instructionshallbeincludedinthedistrict'sexistinghealthorphysical
9educationcurriculum.Instructionshallbebasedonaprogramestablishedbythedepartment
10ofelementaryandsecondaryeducation.
11 3.Forthe2026-27schoolyearandallsubsequentschoolyears,instruction
12providedundersubsection2ofthissection:
13 (1)Shalloccurinasignificantlymeaningfulmanneronaregularbasis;and
14 (2)Aspartoftheprogramestablishedbythedepartment,shall:
15 (a)Addresssuicideawarenessatanage-appropriatelevel;
16 (b)ProvideinformationabouttheSuicideandCrisisLifelinedescribedin
17section170.048;
18 (c)Providespecifictoolsforstudentstousetoidentifypotentialsuicidesigns
19suchastheColumbiaProtocol,alsoknownastheColumbia-SuicideSeverityRating
20Scale(C-SSRS),thatsupportssuicideriskassessment;
21 (d)Promotestrategiesandprotocolsforhelpingstudentsatpossibleriskof
22suicide;and
23 (e)Includeadditionalresourcesandinformationthatpromotehealthierand
24moreproductivelives.
25 4.(1)Thissubsectionshallbeknownandmaybecitedas"Brennan'sLaw".
26 (2)Forthe2026-27schoolyearandeachsubsequentschoolyear,beforeentering
27gradenine,eachpupilinpublicschoolshallhavereceivedmentalhealthawareness
28traininggivenanytimewhilesuchpupilisingradefivetogradeeight.
HB1529	4 29 (3)Forthe2026-27schoolyearandeachsubsequentschoolyear,anypublic
30schoolservinggradesfivetoeightshallprovideenrolledstudentswithage-appropriate
31instructioninmentalhealthawareness.Studentswithdisabilitiesmayparticipatetothe
32extentappropriateasdeterminedbytheprovisionsofthefederalIndividualswith
33DisabilitiesEducationAct(IDEA),20U.S.C.Section1400etseq.,asamended,or
34Section504ofthefederalRehabilitationActof1973,29U.S.C.Section794,asamended.
35Instructionshallbeincludedinthedistrict'sexistinghealthorphysicaleducation
36curriculum.Instructionshallbebasedonaprogramestablishedbythedepartmentof
37elementaryandsecondaryeducation.
38 [3.]5.Thedepartmentofelementaryandsecondaryeducationshallpromulgaterules
39todevelopamodelcurriculumtobeusedbyschooldistrictstoprovidetheinstruction
40requiredbythissection.Anyruleorportionofarule,asthattermisdefinedinsection
41536.010,thatiscreatedundertheauthoritydelegatedinthissectionshallbecomeeffective
42onlyifitcomplieswithandissubjecttoalloftheprovisionsofchapter536and,ifapplicable,
43section536.028.Thissectionandchapter536arenonseverableandifanyofthepowers
44vestedwiththegeneralassemblypursuanttochapter536toreview,todelaytheeffective
45date,ortodisapproveandannularulearesubsequentlyheldunconstitutional,thenthegrant
46ofrulemakingauthorityandanyruleproposedoradoptedafterAugust28,2022,shallbe
47invalidandvoid.
630.099.1.BeforeJuly1,2026,theMissouridepartmentofmentalhealth's
2children'sofficeshalldevelopandimplementavirtualtooltoenhanceaccesstomental
3healthresourcesinthisstate.
4 2.Suchvirtualtoolshallprovide:
5 (1)Informationtoanyindividualseekingmentalhealthsupport;
6 (2)Anonlineresourcedirectory;
7 (3)Amethodtoallowanindividualtoanswerscreeningquestions;
8 (4)Amethodtoprovideanassessmentofanindividual'sscreeningquestionsto
9assisttheindividualwithseekingmentalhealthhelpandsupport;and
10 (5)Anyotherresourcestoprovideinformationandsupporttoanindividual
11seekingmentalhealthsupportdeemednecessarybythedepartment.
