HB1536--SUMMERCAMPS SPONSOR: Murphy Thisbillrequiresapersonororganizationoperatingasummercamp inMissouritoestablishandretainonsiteasite-specific emergencyplanaddressingcertainsituations,specifiedinthe bill,andtoensurethatthesummercampemployeesarecertifiedin operatingequipmentusedinanyaquaticactivitybythesummer camp.Atleast50%ofthecampcounselorsandanydirector employedbythecampmustbetrainedinCPRandintheuseofan automatedexternaldefibrillator(AED).Allcampcounselorsmust besubjectedtoacriminalbackgroundcheck. Thebillrequiresallaquaticactivitiesofferedbyasummercamp andanyrelatedequipmenttobeinspectedannuallybytherelevant statedepartment,includingtheDepartmentofHealthandSenior Services,theDepartmentofPublicSafety,andtheDepartmentof Conservation. Localagenciescancompletetheinspectionsifthe standardsemployedbythelocalagenciesaresubstantiallysimilar tostatestandards. TheDepartmentofElementaryandSecondary Education(DESE)mustmaintainapublicly-availablelistofall licensedsummercampsinthestateandanycomplaintsmadeagainst anyofthosesummercamps.Thecampsmustmaintainrecordsofall inspectionsoftheaquaticactivities. Itisunlawfulforapersonororganizationtoestablish,maintain, oroperateasummercampthathasnotbeenlicensedunderthe provisionsofthisbill,andanypersonororganizationthat violatestheprovisionsofthebillwillbeguiltyofaclassC misdemeanorforafirstoffensestartingMay1,2027,andwillbe assessedafineofupto$750willbeguiltyofaclassA misdemeanorandassessedafineofupto$2,000perday,notto exceed$10,000,foranysubsequentoffense. ThebillauthorizesDESEtocreateanynecessaryrulesand regulationsfortheadministration oftheprovisionsofthisbill. ThisbillisthesameasHB1377(2025).
