SectionA.Chapters208and376,RSMo,areamendedbyaddingtheretotwonew
2sections,tobeknownassections208.667and376.1170,toreadasfollows:
208.667.1.Subjecttoappropriation,thereisherebyestablishedwithinthe
2departmentofsocialservicesastateassistanceprogramtocoverthecostofvasectomies
3foruninsuredresidentsofthisstate.
4 2.Everymalepersonwhoisaresidentofthisstateandwhodoesnothave
5employer-sponsoredhealthinsurancecoverageorcoverageunderapublichealth
6insuranceprogramshallbeeligibleforfullcoverageofthecostofavasectomyunderthe
7program.Notwithstandinganyprovisionofthischaptertothecontrary,aperson's
8incomeorresourcesshallnotbeconsideredtodetermineeligibilityfortheprogram.
9Thedepartmentofsocialservicesshallestablishbyruleanapplicationprocesstoverify
10eligibilityfortheprogram.
11 3.Thedepartmentofsocialservicesshallnotrequireafindingofmedical
12necessityforthevasectomyorestablishanyotherrestrictionsoneligibilityotherthan
13thoserestrictionsspecifiedinthissection.
14 4.Thedepartmentofsocialservicesshallmakepaymentsforvasectomiesto
15appropriatemedicalprovidersonbehalfofpersonseligibleunderthissectiononthe
16basisofthereasonablecostofthevasectomiesasdefinedanddeterminedbythe
17departmentbyrule.

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 18 5.Theprogramcreatedunderthissectionissubjecttotheannualappropriation
19offundsbythegeneralassembly.Benefitsarelimitedbymoneyssoappropriated.
20 6.(1)Thereisherebycreatedinthestatetreasurythe"VasectomyFund",
21whichshallconsistofmoneysappropriatedtoitbythegeneralassemblyandanygift,
22contributions,grants,orbequestsfromfederal,private,orothersources.Thestate
23treasurershallbecustodianofthefund.Inaccordancewithsections30.170and30.180,
24thestatetreasurermayapprovedisbursements.Thefundshallbeadedicatedfundand,
25uponappropriation,moneysinthisfundshallbeusedsolelyforpaymentsfor
26vasectomiesprovidedthroughtheprogramcreatedunderthissectionandfor
27administrativeexpensesassociatedwiththeprogram.
28 (2)Notwithstandingtheprovisionsofsection33.080tothecontrary,anymoneys
29remaininginthefundattheendofthebienniumshallnotreverttothecreditofthe
30generalrevenuefund.
31 (3)Thestatetreasurershallinvestmoneysinthefundinthesamemanneras
32otherfundsareinvested.Anyinterestandmoneysearnedonsuchinvestmentsshallbe
33creditedtothefund.
34 7.Thedepartmentofsocialservicesshallpromulgaterulestoimplementthe
35provisionsofthissection.Anyruleorportionofarule,asthattermisdefinedinsection
36536.010,thatiscreatedundertheauthoritydelegatedinthissectionshallbecome
37effectiveonlyifitcomplieswithandissubjecttoalloftheprovisionsofchapter536and,
38ifapplicable,section536.028.Thissectionandchapter536arenonseverableandifany
39ofthepowersvestedwiththegeneralassemblypursuanttochapter536toreview,to
40delaytheeffectivedate,ortodisapproveandannularulearesubsequentlyheld
41unconstitutional,thenthegrantofrulemakingauthorityandanyruleproposedor
42adoptedafterAugust28,2025,shallbeinvalidandvoid.
376.1170.1.Asusedinthissection,theterms"healthcarrier"and"health
2benefitplan"shallhavethesamemeaningsgiventothetermsinsection376.1350.
3 2.Eachhealthcarrierorhealthbenefitplanthatoffersorissueshealthbenefit
4plansthataredelivered,issuedfordelivery,continued,orrenewedinthisstateonor
5afterJanuary1,2026,shallprovidecoverageforvasectomies.
6 3.Ahealthcarrierorhealthbenefitplanshallnotrequireafindingofmedical
7necessityforthevasectomyorestablishanyotherrestrictionsoneligibilityforthe
8coveragerequiredunderthissection.
9 4.Healthcareservicesrequiredbythissectionshallnotbesubjecttoanygreater
10deductibleorco-paymentthananyotherhealthcareserviceprovidedbythehealth
11benefitplan.
HB1547 2 12 5.Theprovisionsofthissectionshallnotapplytoasupplementalinsurance
13policy,includingalifecarecontract,accident-onlypolicy,specifieddiseasepolicy,
14hospitalpolicyprovidingafixeddailybenefitonly,Medicaresupplementpolicy,long-
15termcarepolicy,short-termmajormedicalpolicyofsixmonths'orlessduration,orany
16othersupplementalpolicyasdeterminedbythedirectorofthedepartmentofcommerce
17andinsurance.
