BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Chapter57,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection57.447,toreadasfollows:
57.447.1.Notwithstandinganyprovisionoflawtothecontrary,inorderfora
2federallawenforcementagencytoprovideassistancetoasheriff'sdepartmentinany
3countyorinacitynotwithinacounty,thereshallbeamemorandumofunderstanding
4betweenthesheriff'sdepartmentandthefederallawenforcementagencyconcerning
5theenforcementofstateandlocallawsduringthecourseofthefederallawenforcement
6agency'sdutiesinthestateofMissouri.Thesherifforchieflawenforcementagentof
7eachcountyorcitynotwithinacountyshallhavetheauthoritytonegotiatethetermsof
8suchmemorandum.Thememorandumshallbesignedbythesherifforthechieflaw
9enforcementagentandthedirectorofthedepartmentofpublicsafety.
10 2.Thedepartmentofpublicsafetyshallpromulgateallnecessaryrulesand
11regulationsfortheadministrationofthissection.Anyruleorportionofarule,asthat
12termisdefinedinsection536.010,thatiscreatedundertheauthoritydelegatedinthis
13sectionshallbecomeeffectiveonlyifitcomplieswithandissubjecttoallofthe
14provisionsofchapter536and,ifapplicable,section536.028.Thissectionandchapter
15536arenonseverableandifanyofthepowersvestedwiththegeneralassembly
16pursuanttochapter536toreview,todelaytheeffectivedate,ortodisapproveandannul
