SectionA.Chapter8,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection8.292,toreadasfollows:
8.292.1.Asusedinthissection,"masteragreement"shallmeanacontractfor
2architecture,engineering,orlandsurveyingservicesthatwillbeperformedonanas-
3neededbasisforanindefinitequantityofprojectsoveradefinedperiod.
4 2.Thedivisionoffacilitiesmanagement,designandconstructionoftheofficeof
5administrationmayestablishmasteragreementsusingaqualification-basedselection
6process.Masteragreementsmaybeusedwheretheestimatedfeeforarchitecture,
7engineering,orlandsurveyingservicesdoesnotexceedonehundredthousanddollars
8perproject.
9 3.Thedivisionshallissuearequestforqualificationsforallmasteragreements.
10Eachrequestforqualificationsshallbepublishedonthewebsiteofthedivisionor
11advertisedthroughanelectronicmediumavailabletothegeneralpublicforaperiodof
12atleasttendaysbeforestatementsofqualificationsarereviewed.Arequestfor
13qualificationsforallmasteragreementsshallalsobepublishedinanewspaper,as
14specifiedinsection493.050,onceperweekfortwoconsecutiveweeksinthecountyor
15countieswherethemasteragreementservicesaretobeperformed.
16 4.Therequestforqualificationsshallspecifythenumberofmasteragreements
17tobeawardedandthebasisforestablishingmultiplemasteragreements.Multiple

20 5.Thedivisionshallevaluatestatementsofqualificationsforamasteragreement
21basedonthecriteriasetforthinsubsections1to4ofsection8.289.
22 6.Theperiodforeachmasteragreementshallnotexceedtwoyears,includingall
23renewalperiodsandthetotalvalueofallservicesperformedundertheagreementmay
24notexceedonemilliondollarsperyear.
25 7.Amasteragreementshallsetforththeagreed-upontermsandconditionsand
26thefeescheduleorhourlyrateforthespecifiedperiod.Thescope,schedule,andtotal
27feeforeachprojectperformedunderthemasteragreementshallbeestablishedbya
28taskorderissuedbythedivision.
