Thisbillestablishesthe"UnmannedAerialSystemsSecurityActof
2025".
Thebillprohibitsthepurchaseorusebyagovernmentagencyofa
droneoranyrelatedserviceorequipmentproducedbya
manufacturerdomiciledina"countryofconcern",asdefinedinthe
bill.
Thisbillestablishesthreetiersofdroneclassifications basedon
adrone'scapabilitiesandfunctionstocollect,transmit,or
receivedata,suchas,onlyflightcontroldata,visualdata,or
auditorydata.Thesecurityrequirementsfortheuseofeachtier
varies,asspecifiedinthebill.
Dronesinusebyagovernmentagencyareprohibitedfrombeing
connectedtotheInternetforanyreasonotherthancommand,
control,coordination,orcommunicationtogroundcontrolstations.
Thebillspecifiessecurityprecautionsgovernmentagenciesmust
usewhenconnectingadroneoritssoftwaretoacomputeror
networkofagovernmentagency.Dronesandtheirsoftwareare
prohibitedfromconnectingwithanyphoneorothermobiledevice
ownedbyagovernmentagencythatconnectstoagovernmentagency
network.
Allcommunications fromandtoadronemustutilizeafederally
compliantencryptionalgorithm.
TheMissouriDepartmentofTransportation mustidentifysensitive
installationswithinthestateofMissouriforthepurposeof
prohibitingdroneusageoverthoselocations. Flightmapping
softwareprovidersmustgeofencetheState'ssensitivelocations.
Lawenforcementagenciesmusthaveaccesstogeofencedlocations.
ItshallbeaclassBmisdemeanorforaproviderofflightmapping
softwaretoallowausertoflyadroneoverasensitivelocation
unlesstheuserisalawenforcementofficer. Itshallbeaclass
Bmisdemeanortoflyadroneoverasensitivelocationunlessthe
userisalawenforcementofficer.
