32 7.TheprovisionsofthissectionshallbecomeeffectiveonJanuary1,2026,and
33shallexpireonDecember31,2030.
[56.265.1.Thecountyprosecutingattorneyinanycounty,otherthan
2 inacharteredcounty,shallreceiveanannualsalarycomputedusingthe
3 followingschedule,whenapplicable.Theassessedvaluationfactorshallbe
4 theamountthereofasshownfortheyearimmediatelyprecedingtheyearfor
5 whichthecomputationisdone.

9processapprovedbythedepartmentofhealthandseniorservices.Suchprocessesmay
10includetheuseofvendorsorsystemsadministeredbytheMissouristatehighwaypatrol.The
11departmentmaysharetheresultsofsuchacriminalbackgroundcheckwithanyemergency
12serviceslicensingagencyinanymemberstate,asthattermisdefinedundersection190.900,
13inrecognitionoftheEMSpersonnellicensureinterstatecompact.Thedepartmentshallnot
14issuealicenseuntilthedepartmentreceivestheresultsofanapplicant'scriminalbackground
15checkfromtheMissouristatehighwaypatrolandtheFederalBureauofInvestigation,but,
16notwithstandingthissubsection,thedepartmentmayissueatemporarylicenseasprovided
17undersection190.143.Anyfeesdueforacriminalbackgroundcheckshallbepaidbythe
18applicant.
19 (3)Thedirectormayauthorizeinvestigationsintocriminalrecordsinotherstatesfor

71 6.Anyruleorportionofarule,asthattermisdefinedinsection536.010,thatis

46chair]. Thecouncilshallmeetat[thecallofthechair] leastquarterly.Thecouncilmay

49 (1)Collectandanalyzedatarelatingtosextraffickingandsexualexploitationof
50children,includingthenumberofreportsmadetothechildren'sdivisionundersection
51210.115,anyinformationobtainedfromphonecallstothenationalsextraffickinghotline,the
52numberofreportsmadetolawenforcement,arrests,prosecutionrates,andanyotherdata
53importantforanyrecommendationsofthecouncil.Statedepartmentsandcouncilmembers
54shallproviderelevantdataasrequestedbythecounciltofulfillthecouncil'sduties;and
55 (2)Collectfeedbackfromstakeholders,practitioners,andleadershipthroughoutthe
56stateinordertodevelopbestpracticesandproceduresregardingtheresponsetosex
57traffickingandsexualexploitationofchildren,includingidentificationandassessmentof
58victims;responseandtreatmentcoordinationandcollaborationacrosssystems;trauma-
59informed,culturallycompetentvictim-centeredservices;trainingforprofessionalsinall
60systems;andinvestigatingandprosecutingperpetrators.
61 4.Thedepartmentofsocialservicesshallprovideadministrativesupporttothe
62council.
63 5.OnorbeforeDecember31,2023,thecouncilshallsubmitareportofthecouncil's
64activitiestothegovernorandgeneralassemblyandthejointcommitteeonchildabuseand
65neglectundersection21.771.Thereportshallincluderecommendationsforpriorityneeds
66andactions,includingstatutoryorregulatorychangesrelatingtotheresponsetosex
67traffickingandsexualexploitationofchildrenandservicesforchildvictims.
68 6.ThecouncilshallexpireonDecember31,2023] Thereshallbeanexecutive
69directorwhoshallbeappointedbytheattorneygeneralwhoshallfixhisorher
70compensationandprovideforsuchotheradministrativepersonnelasnecessarywithin

75whichshallconsistofmoneysappropriatedtoitbythegeneralassemblyandanygrants,
76gifts,donations,andbequests.Thestatetreasurershallbecustodianofthefund.In
77accordancewithsections30.170and30.180,thestatetreasurermayapprove
78disbursements.Thefundshallbeadedicatedfundand,uponappropriation,moneys
79inthisfundshallbeusedsolelytopayforthepositionoftheexecutivedirectorofthe
80statewidecouncilagainstadulttraffickingandthecommercialsexualexploitationof
81children,educationandawarenessregardinghumantrafficking,andanti-trafficking
82effortsthroughoutthestateofMissouri.
83 (2)Notwithstandingtheprovisionsofsection33.080tothecontrary,anymoneys
84remaininginthefundattheendofthebienniumshallnotreverttothecreditofthe
85generalrevenuefund.
86 (3)Thestatetreasurershallinvestmoneysinthefundinthesamemanneras
87otherfundsareinvested.Anyinterestandmoneysearnedonsuchinvestmentsshallbe
88creditedtothefund.
211.326.1.Thestatecourtsadministratorshall:
2 (1)Evaluateexistingservicesbyestablishingperformancestandardsincluding
3performancestandardsforjuvenilecourtsreceivingdiversionfunds;
4 (2)Developstandardsfororientationtrainingforallnewjuvenilecourtprofessional
5personnel,includingjuvenileofficers,deputyjuvenileofficersandotherpersonneldeemed
6necessarybythestatecourtsadministrator;
7 (3)Developstandardsforcontinuingeducationforexistingjuvenilecourt
8professionalpersonnel,includingjuvenileofficers,deputyjuvenileofficersandother
9personneldeemednecessarybythestatecourtsadministrator;
10 (4)Developaprocesstoevaluateservicesandcollectrelevantoutcomedata;

14 2.Standards,trainingandassessmentformsdevelopedpursuanttosubsection1of
15thissectionshallbedevelopedconsideringracialdisparitiesinthejuvenilejusticesystem.
16 3.Continuingeducationstandardsestablishedundersubdivision(3)of
17subsection1ofthissectionshallincludearequirementthateachjuvenileofficer
18annuallycompleteonehourofsexandhumantraffickingtrainingconsistentwiththe
HCSHB224	9 19guidelinesestablishedinsection27.170.Theprovisionsofthissubsectionshallbecome
20effectiveonJanuary1,2026,andshallexpireonDecember31,2030.
324.035.1.Noboard,commission,orcommitteewithinthedivisionofprofessional
2registrationshallutilizeoccupationalfees,oranyotherfeesassociatedwithlicensing
3requirements,orcontractorpartnerwithanyoutsidevendororagencyforthepurposeof
4offeringcontinuingeducationclassesunlessthecontinuingeducationprogramis
5approvedbythedirectorofthedivisionofprofessionalregistrationandisavailable
6toalllicenseesoftheboard,commission,orcommittee.
7 2.Nothinginthissectionshallbeconstruedtoprecludeaboard,commission,or
8committeewithinthedivisionofprofessionalregistrationfromutilizingoccupational
9licensurefeesforthepurposeofparticipatinginconferences,seminars,orotheroutreachfor

14 2.Thedirectorshalllicensecontinuingeducationprovidersandmayprobate,suspend

24peaceofficersthroughtrainingandeducation,includingtheprovisionofspecializedtraining

12goodcauseshown.Theeffectofsuchordershallbetorestoresuchpersontothestatusheor
13sheoccupiedpriortosucharrest,plea,orconvictionandasifsucheventhadnevertaken
14place.Nopersonastowhomsuchorderhasbeenenteredshallbeheldthereafterunderany
