13	13	343.032,43.505,43.509,43.518,43.524,and43.600,toreadasfollows:
14	14	43.015.OnDecember3,2026,theMissouristatehighwaypatrolshallbecome
15	15	2the"DepartmentoftheHighwayPatrol".Allpowers,duties,andfunctionsofthe
16	16	3Missouristatehighwaypatrolshallbetransferredtothedepartmentofthehighway
17	17	4patrol.Thedepartmentofthehighwaypatrolshallbeinchargeofthesuperintendent
18	18	5oftheMissouristatehighwaypatrol.
19	19	43.032.Subjecttoappropriation,thesuperintendentoftheMissouristatehighway
20	20	2patrolshalldesignatethatsomeorallmembersofthehighwaypatrolbetrainedinaccordance
21	21	3withamemorandumofunderstandingbetweenthestateofMissouriandtheUnitedStates
22	22	4DepartmentofHomelandSecurityconcerningtheenforcementoffederalimmigrationlaws
23	23	5duringthecourseoftheirnormaldutiesinthestateofMissouri,inaccordancewith8U.S.C.
24	24	6Section1357(g).Thesuperintendentshallhavetheauthoritytonegotiatethetermsofsuch
25	25	7memorandum.Thememorandumshallbesignedbythesuperintendentofthehighwaypatrol

34	34	7 (1)Develop,operateandmaintainaninformationsystemforthecollection,storage,
35	35	8maintenance,analysisandretrievalofcrimeincidentandarrestreportsfromMissourilaw
36	36	9enforcementagencies;
37	37	10 (2)CompilethestatisticaldataandforwardsuchdataasrequiredtotheFederal
38	38	11BureauofInvestigationortheappropriateDepartmentofJusticeagencyinaccordancewith
39	39	12thestandardsandproceduresofthenationalsystem;
40	40	13 (3)Providetheforms,formats,procedures,standardsandrelatedtrainingortraining
41	41	14assistancetoalllawenforcementagenciesinthestateasnecessaryforsuchagenciestoreport
42	42	15incidentandarrestactivityfortimelyinclusionintothestatewidesystem;
43	43	16 (4)Annuallypublishareportonthenatureandextentofcrimeandsubmitsuch
44	44	17reporttothegovernorandthegeneralassembly.Suchreportandotherstatisticalreportsshall
45	45	18bemadeavailabletostateandlocallawenforcementagenciesandthegeneralpublicthrough
46	46	19anelectronicormanualmedium;
47	47	20 (5)Maintaintheprivacyandsecurityofinformationinaccordancewithapplicable
48	48	21stateandfederallaws,regulationsandorders;and
49	49	22 (6)Establishsuchrulesandregulationsasarenecessaryforimplementingthe
50	50	23provisionsofthissection.Anyruleorportionofarule,asthattermisdefinedinsection
51	51	24536.010,thatiscreatedundertheauthoritydelegatedinthissectionshallbecomeeffective
52	52	25onlyifitcomplieswithandissubjecttoalloftheprovisionsofchapter536and,ifapplicable,
53	53	26section536.028.Thissectionandchapter536arenonseverableandifanyofthepowers
54	54	27vestedwiththegeneralassemblypursuanttochapter536toreview,todelaytheeffectivedate

59	59	32 (1)Submitcrimeincidentreportstothedepartmentof[publicsafety] thehighway
60	60	33patrolonformsorintheformatprescribedbythedepartment;and
61	61	34 (2)Submitanyothercrimeincidentinformationwhichmayberequiredbythe
62	62	35departmentof[publicsafety] thehighwaypatrol.
63	63	36 4.AnylawenforcementagencythatviolatesthissectionafterDecember31,2021,
64	64	37maybeineligibletoreceivestateorfederalfundswhichwouldotherwisebepaidtosuch
65	65	38agencyforlawenforcement,safetyorcriminaljusticepurposes.

109	109	34 4.Nomemberofthecommitteeshallreceiveanystatecompensationforthe
110	110	35performanceofdutiesassociatedwithmembershiponthiscommittee.

133	133	3servicewhichshallbeoperatedonatwenty-four-hourschedule.Thetelephonesystemshall
134	134	4becapableofreceivingreportsofanindividualoperatingamotorvehiclewhileinan
135	135	5intoxicatedordruggedcondition;carelessandrecklessdriving;autoaccidents;orcriminal
136	136	6activity.Thisnumbercanalsobeusedtoinformthehighwaypatrolthatthepersonoperating
137	137	7avehiclehasvehicularproblems.
138	138	8 2.Thisserviceshallreceivereportsoverasinglestatewidetoll-freenumber.Upon
139	139	9receivingsuchareport,thehighwaypatrolshallcontactthelawenforcementagencyofthe
140	140	HB226 4 10jurisdictionwherethereportedsuspecteddriverorincidentwasobservedatwhichtimethe
141	141	11appropriatelawenforcementofficialorhighwaypatrolmanmayinvestigatethereported
142	142	12suspect.
143	143	13 3.AnypersonconvictedoffilingafalsereportshallbeguiltyofaclassB
144	144	14misdemeanorandmaybefineduptofivehundreddollars.
145	145	SectionB.Therepealandreenactmentofsections43.032,43.505,43.509,43.518,
146	146	243.524,and43.600ofsectionAofthisactandtheenactmentofsection43.015ofsectionA
