Torepealsection217.695,RSMo,andtoenactinlieuthereofonenewsectionrelatingto
certainoffendersunderthesupervisionofthedivisionofprobationandparole.
BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Section217.695,RSMo,isrepealedandonenewsectionenactedinlieu
2thereof,tobeknownassection217.695,toreadasfollows:
217.695.1.Asusedinthissection,thefollowingtermsmean:
2 (1)"Chieflawenforcementofficial",thecountysheriff,chiefofpoliceorotherpublic
3officialresponsibleforenforcementofcriminallawswithinacountyorcitynotwithina
4county;
5 (2)"County"includesacitynotwithinacounty;
6 (3)"Offender",apersoninthecustodyofthedepartmentorunderthesupervisionof
7thedivisionofprobationandparole.
8 2.Eachoffendertobereleasedfromcustodyofthedepartmentwhowillbeunderthe
9supervisionofthedivisionofprobationandparole,exceptanoffendertransferredtoanother
10statepursuanttotheinterstatecorrectionscompact,shallshortlybeforereleaseberequiredto:
11completearegistrationformindicatinghisorherintendedaddressuponrelease,employer,
12parent'saddress,andsuchotherinformationasmayberequired;submittophotographs;
13submittofingerprints;orundergootheridentificationproceduresincludingbutnotlimitedto
14hairsamplesorotheridentificationindicia.Alldataandindiciaofidentificationshallbe
15compiledinduplicate,withonesettoberetainedbythedepartment,andonesetforthechief
16lawenforcementofficialofthecountyofintendedresidence.

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 17 3.Anyoffendersubjecttotheprovisionsofthissectionwhochangeshisorher
18countyofresidenceshall,inadditiontonotifyingthedivisionofprobationandparole,notify
19andregisterwiththechieflawenforcementofficialofthecountyofresidencewithinseven
20daysafterheorshechangeshisorherresidencetothatcounty.
21 4.Failurebyanoffendertoregisterwiththechieflawenforcementofficialupona
22changeinthecountyofhisorherresidenceshallbecauseforrevocationoftheparoleofthe
23personexceptforgoodcauseshown.
24 5.Thedepartment,thedivisionofprobationandparole,andthechieflaw
25enforcementofficialshallcausetheinformationcollectedontheinitialregistrationandany
26subsequentchangesinresidenceorregistrationtoberecordedwiththehighwaypatrol
27criminalinformationsystem.
28 6.Thedirectorofthedepartmentofpublicsafetyshalldesignanddistributethe
29registrationformsrequiredbythissectionandshallprovideanyadministrativeassistance
30neededtofacilitatetheprovisionsofthissection.
31 7.Inadditiontotheotherrequirementsofthissection,thedivisionofprobation
32andparoleshallmaintainawebpageontheinternetcontainingthenamesofall
33offenderswhohavebeenfoundguiltyof,orpledguiltyto,seconddegreemurderunder
34subdivision(2)ofsubsection1ofsection565.021andarereleasedfromcustodyofthe
35departmentunderthesupervisionofthedivisionofprobationandparole.Thedivision
36shallupdatethewebpagewhenanoffenderwhomeetsthecriteriaforinclusiononthe
37listisplacedunderthesupervisionofthedivision,isreleasedfromthesupervisionofthe
38division,orrelocatestothisstateundertheinterstatecompactforadultoffender
39supervisionundersections589.500to589.569.Thelistshallbeaccessibletothepublic
40andshallincludeasearchcapability.
