19	19	81991.Intheeventthatfederalfundingfailstobeappropriatedattheauthorizedlevelas
20	20	9describedin20U.S.C.1419(b)(2),theimplementationofthissubsectionrelatingtoservices
21	21	10forchildrenwithdisabilitiesthreeandfouryearsofagemaybedelayeduntilsuchtimeas
22	22	11fundsareappropriatedtomeetsuchlevel.Eachlocalschooldistrictandeachspecialschool
23	23	12districtshallberesponsibletoengageinaplanningprocesstodesigntheservicedelivery
24	24	13systemnecessarytoprovidespecialeducationandrelatedservicesforchildrenthreeandfour
25	25	14yearsofagewithdisabilities.Theplanningprocessshallincludepublic,private,andprivate
26	26	15not-for-profitagencieswhichhaveprovidedsuchservicesforthispopulation.Theschool
27	27	16district,orschooldistricts,orspecialschooldistrict,shallberesponsiblefordesigningan
28	28	17efficientservicedeliverysystemwhichusesthepresentresourcesofthelocalcommunity

37	37	25disabilities[child] priortoassignmentinaspecialprogram.Theserecordsmaybeobtained
38	38	26withparentalpermissionfrompreviousmedicalorpsychologicalevaluation,maybe
39	39	27providedbycompetentpersonnelofsuchdistrictorspecialdistrict,ormaybesecuredby
40	40	28suchdistrictfromcompetentandqualifiedmedical,psychological,orotherprofessional
41	41	29personnel.
42	42	30 3.Evaluationsofprivateschoolstudentssuspectedofhavingadisabilityunderthe
43	43	31IndividualsWithDisabilitiesEducationActwillbeconductedasappropriatebytheschool
44	44	32districtinwhichtheprivateschoolislocatedoritscontractor.
45	45	33 4.Wherespecialdistrictshavebeenformedtoservechildrenwithdisabilitiesunder
