SectionA.Section441.043,RSMo,isrepealedandonenewsectionenactedinlieu
2thereof,tobeknownassection441.043,toreadasfollows:
441.043.1.Nocountyorcity,orcountyorcitywithacharterformofgovernment
2mayenact,maintain,orenforceanyordinanceorresolutionwhichregulatestheamountof
3renttobechargedforprivately-owned,single-family,ormultiple-unitresidentialor
4commercialrentalproperty.Nocountyorcity,orcountyorcitywithacharterformof
5government,shallenact,maintain,orenforceanyordinanceorresolutionthat:
6 (1)Prohibitslandlordsfromrefusingtoleaseorrentaprivatelyowned,single-
7family,ormultiple-unitresidentialorcommercialrentalpropertytoapersonbecause
8theperson'slawfulsourceofincometopayrentincludesfundingfromafederalhousing
9assistanceprogram;
10 (2)Prohibitslandlordsfromusingincome-qualifyingmethods,creditscores,
11creditreports,evictionorpropertydamagehistory,orprohibitslandlordsfrom
12requestingsuchinformation,todeterminewhethertorentorleaseapropertytoa
13prospectivetenant;
14 (3)Prohibitslandlordsfromrequestingcriminalrecordsfromaprospective
15tenant;
16 (4)Limitstheamountofsecuritydepositalandlordmayrequirefroma
17prospectivetenant;or

22 (2)Enteringintoagreementswithprivatepersonswhichregulatetheamountofrent
23chargedforsubsidizedrentalproperties;or
24 (3)Enactingordinancesorresolutionsrestrictingrentforpropertiesassistedwith
25communitydevelopmentblockgrantfunds.
