BeitenactedbytheGeneralAssemblyofthestateofMissouri,asfollows:
SectionA.Section116.160,RSMo,isrepealedandonenewsectionenactedinlieu
2thereof,tobeknownassection116.160,toreadasfollows:
116.160.1.Ifthegeneralassemblyadoptsajointresolutionproposinga
2constitutionalamendmentorabillwithoutafiscalnotesummary,whichistobereferredtoa
3voteofthepeople,afterreceiptofsuchresolutionorbillthesecretaryofstateshallpromptly
4forwardtheresolutionorbilltothestateauditor.Ifthegeneralassemblyadoptsajoint
5resolutionproposingaconstitutionalamendmentorabillwithoutanofficialsummary
6statement,whichistobereferredtoavoteofthepeople,withintwentydaysafterreceiptof
7theresolutionorbill,thesecretaryofstateshallprepareandtransmittotheattorneygenerala
8summarystatementofthemeasureastheproposedsummarystatement.Thesecretaryof
9statemayseektheadviceofthelegislatorwhointroducedtheconstitutionalamendmentor
10billandthespeakerofthehouseorthepresidentprotemofthelegislativechamberthat
11originatedthemeasure.Thesummarystatementmaybedistinctfromthelegislativetitleof
12theproposedconstitutionalamendmentorbill.Theattorneygeneralshallwithintendays
13approvethelegalcontentandformoftheproposedstatement.Ifthegeneralassembly
14adoptsajointresolutionproposingaconstitutionalamendmentorstatutorymeasure
15thatincludesanofficialsummarystatement,thestatementshallappearontheballot,
16andnocourtshallhavetheauthoritytorewriteoreditthesummarystatementorballot
17language.
