324.001.1.Forthepurposesofthissection,thefollowingtermsmean:

5 2.Thereisherebyestablisheda"DivisionofProfessionalRegistration"assignedto
6thedepartmentofcommerceandinsuranceasatypeIIItransfer,headedbyadirector
7appointedbythegovernorwiththeadviceandconsentofthesenate.Allofthegeneral
8provisions,definitionsandpowersenumeratedinsection1oftheOmnibusState

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 11 3.Thedirectorofthedivisionofprofessionalregistrationshallpromulgaterulesand
12regulationswhichdesignateforeachboardorcommissionassignedtothedivisionthe
13renewaldateforlicensesorcertificates.Aftertheinitialestablishmentofrenewaldates,no
14directorofthedivisionshallpromulgatearuleorregulationwhichwouldchangetherenewal
15dateforlicensesorcertificatesifsuchchangeinrenewaldatewouldoccurpriortothedateon
16whichtherenewaldateineffectatthetimesuchnewrenewaldateisspecifiednextoccurs.
17Eachboardorcommissionshallbyruleorregulationestablishlicensingperiodsofone,two,
18orthreeyears.Registrationfeessetbyaboardorcommissionshallbeeffectivefortheentire
19licensingperiodinvolved,andshallnotbeincreasedduringanycurrentlicensingperiod.
20Personswhoarerequiredtopaytheirfirstregistrationfeesshallbeallowedtopaytheprorata
21shareofsuchfeesfortheremainderoftheperiodremainingatthetimethefeesarepaid.
22Eachboardorcommissionshallprovidethenecessaryformsforinitialregistration,and
23thereafterthedirectormayprescribestandardformsforrenewaloflicensesandcertificates.
24Eachboardorcommissionshallbyruleandregulationrequireeachapplicanttoprovidethe
25informationwhichisrequiredtokeeptheboard'srecordscurrent.Eachboardorcommission
26shallhavetheauthoritytocollectandanalyzeinformationrequiredtosupportworkforce
27planningandpolicydevelopment.Suchinformationshallnotbepubliclydisclosedsoasto
28identifyaspecifichealthcareprovider,asdefinedinsection376.1350.Eachboardor
29commissionshallissuetheoriginallicenseorcertificate.
30 4.Thedivisionshallprovideclericalandotherstaffservicesrelatingtotheissuance
31andrenewaloflicensesforalltheprofessionallicensingandregulatingboardsand
32commissionsassignedtothedivision.Thedivisionshallperformthefinancialmanagement
33andclericalfunctionsastheyeachrelatetoissuanceandrenewaloflicensesandcertificates.
34"Issuanceandrenewaloflicensesandcertificates"meanstheministerialfunctionof
35preparinganddeliveringlicensesorcertificates,andobtainingmaterialandinformationfor
36theboardorcommissioninconnectionwiththerenewalthereoftoincludeverifyingifthe
37applicanthassubmittedallrequireddocumentationandthatthedocumentationislegible.It
38doesnotincludeanydiscretionaryauthoritywithregardtotheoriginalreviewofan
39applicant'squalificationsforlicensureorcertification,orthesubsequentreviewoflicensee's
40orcertificateholder'squalifications,oranydisciplinaryactioncontemplatedagainstthe
41licenseeorcertificateholder.Thedivisionmaydevelopandimplementmicrofilmingsystems
42andautomatedormanualmanagementinformationsystems.
43 5.Thedirectorofthedivisionshallmaintainasystemofaccountingandbudgeting,in
44cooperationwiththedirectorofthedepartment,theofficeofadministration,andthestate
45auditor'soffice,toensureproperchargesaremadetothevariousboardsforservicesrendered
46tothem.Thegeneralassemblyshallappropriatetothedivisionandotherstateagenciesfrom
HB478	2 47eachboard'sfundsmoneyssufficienttoreimbursethedivisionandotherstateagenciesforall
48servicesrenderedandallfacilitiesandsuppliesfurnishedtothatboard.
49 6.Foraccountingpurposes,theappropriationtothedivisionandtotheofficeof
50administrationforthepaymentofrentforquartersprovidedforthedivisionshallbemade
51fromthe"ProfessionalRegistrationFeesFund",whichisherebycreated,andistobeused
52solelyforthepurposedefinedinsubsection5ofthissection.Thefundshallconsistof
53moneysdepositedintoitfromeachboard'sfund.Eachboardshallcontributeaprorated
54amountnecessarytofundthedivisionforservicesrenderedandrentbaseduponthesystemof
55accountingandbudgetingestablishedbythedirectorofthedivisionasprovidedinsubsection
565ofthissection.Transfersoffundstotheprofessionalregistrationfeesfundshallbemadeby
57eachboardonJulyfirstofeachyear;provided,however,thatthedirectorofthedivisionmay
58establishanalternativedateordatesoftransfersattherequestofanyboard.Suchtransfers
59shallbemadeuntiltheyequaltheproratedamountforservicesrenderedandrentbythe
60division.Theprovisionsofsection33.080tothecontrarynotwithstanding,moneyinthis
61fundshallnotbetransferredandplacedtothecreditofgeneralrevenue.
62 7.Thedirectorofthedivisionshallberesponsibleforcollectingandaccountingfor
63allmoneysreceivedbythedivisionoritscomponentagencies.Anymoneyreceivedbya
64boardorcommissionshallbepromptlygiven,identifiedbytypeandsource,tothedirector.
65Thedirectorshallkeeparecordbyboardandstateaccountingsystemclassificationofthe
66amountofrevenuethedirectorreceives.Thedirectorshallpromptlytransmitallreceiptsto
67thedepartmentofrevenuefordepositinthestatetreasurytothecreditoftheappropriate
68fund.Thedirectorshallprovideeachboardwithallrelevantfinancialinformationinatimely
69fashion.Eachboardshallcooperatewiththedirectorbyprovidingnecessaryinformation.
70 8.Alleducationaltranscripts,testscores,complaints,investigatoryreports,and
71informationpertainingtoanypersonwhoisanapplicantorlicenseeofanyagencyassigned
72tothedivisionofprofessionalregistrationbystatuteorbythedepartmentareconfidentialand
73maynotbedisclosedtothepublicoranymemberofthepublic,exceptwiththewritten
74consentofthepersonwhoserecordsareinvolved.Theagencywhichpossessestherecordsor
75informationshalldisclosetherecordsorinformationifthepersonwhoserecordsor
76informationisinvolvedhasconsentedtothedisclosure.Eachagencyisentitledtothe
77attorney-clientprivilegeandwork-productprivilegetothesameextentasanyotherperson.
78Provided,however,thatanyboardmaydiscloseconfidentialinformationwithouttheconsent
79ofthepersoninvolvedinthecourseofvoluntaryinterstateexchangeofinformation,orinthe
80courseofanylitigationconcerningthatperson,orpursuanttoalawfulrequest,ortoother
81administrativeorlawenforcementagenciesactingwithinthescopeoftheirstatutory
82authority.Informationregardingidentity,includingnamesandaddresses,registration,and

86 9.Anydeliberationsconductedandvotestakeninrenderingafinaldecisionaftera
87hearingbeforeanagencyassignedtothedivisionshallbeclosedtothepartiesandthepublic.
88Onceafinaldecisionisrendered,thatdecisionshallbemadeavailabletothepartiesandthe
89public.
90 10.Acompellinggovernmentalinterestshallbedeemedtoexistforthepurposesof
91section536.025forlicensurefeestobereducedbyemergencyrule,iftheprojectedfund
92balanceofanyagencyassignedtothedivisionofprofessionalregistrationisreasonably
93expectedtoexceedanamountthatwouldrequiretransferfromthatfundtogeneralrevenue.

107collectingandaccountingformoneysandfinancialmanagementrelatingtotheissuanceand
108renewaloflicenses,whichservicesshallbeprovidedbythedivision,withintheappropriation
109therefor.Nothinghereinshallprohibitemploymentofprofessionalexaminingortesting
110servicesfromprofessionalassociationsorothersasrequiredbytheboardsorcommissionson
111contract.Nothinghereinshallbeconstruedtoaffectthepowerofaboardorcommissionto
112expenditsfundsasappropriated.However,thedivisionshallreviewtheexpensevouchersof
113eachboard.Theresultsofsuchreviewshallbesubmittedtotheboardreviewedandtothe
114houseandsenateappropriationscommitteesannually.
115 (3)Notwithstandinganyotherprovisionsoflaw,thedirectorofthedivisionshall
116exerciseonlythosemanagementfunctionsoftheboardsandcommissionsspecifically
117providedintheReorganizationActof1974,andthoserelatingtotheallocationand

146 14.(1)Thestateboardofnursing,boardofpharmacy,Missouridentalboard,state
147committeeofpsychologists,stateboardofchiropracticexaminers,stateboardofoptometry,
148Missouriboardofoccupationaltherapy,orstateboardofregistrationforthehealingartsmay
149individuallyorcollectivelyenterintoacontractualagreementwiththedepartmentofhealth
150andseniorservices,apublicinstitutionofhighereducation,oranonprofitentityforthe
151purposeofcollectingandanalyzingworkforcedatafromitslicensees,registrants,orpermit
152holdersforfutureworkforceplanningandtoassesstheaccessibilityandavailabilityof

324.004.1.Anypersonwhohasatleastthreeyearsofworkexperienceinan
2occupationorprofessioninanotherstate,theDistrictofColumbia,oranycombination
3ofsuchjurisdictions,andwhoseworkexperienceinvolvedthepracticeofanoccupation
4orprofessionforwhichalicenseisnotrequiredinthejurisdictionorjurisdictionsin
5whichthepersonworkedbutisrequiredinthisstate,maysubmitanapplicationfora
6one-timenonrenewabletwo-yeartemporarylicenseinthisstateintheoccupationor
7profession,alongwithproofofatleastthreeyearsofworkexperienceintheoccupation
HB478	6 8orprofessionandafeeassetbyregulationoftheoversightbody,totherelevant
9oversightbodyinthisstate.Theoversightbodyshallmakeadeterminationof
10qualificationwithinforty-fivedaysofreceivingacompletedapplication.
11 2.Theoversightbodyshallrequireanapplicantunderthissectiontotakeand
12passtheprofession-specificexaminationrequiredforlicensurebythoseapplying
13pursuanttotheprovisionsoftheoversightbody'sstatutoryandregulatoryauthority.
14Anoversightbodythatadministersanexaminationonthelawsofthisstateaspartofits
15licensingapplicationrequirementsmayrequireanapplicantunderthissectiontotake
16andpassanexaminationspecifictothelawsofthisstate.
17 3.Theoversightbodyshallnotissueaone-timenonrenewabletemporarylicense
18toanyapplicantdescribedinsubsection1ofthissectionwhohashadanylicenseinthe
19relevantoccupationorprofessionrevokedbyanoversightbodyoutsideofthisstate,
20whoiscurrentlyunderinvestigation,whohasacomplaintpending,orwhoiscurrently
21underdisciplinaryaction.
22 4.Applicantsfortheone-timenonrenewabletemporarylicenseshallbecitizens
23oftheUnitedStatesandshallsubmitlegalproofofcitizenshipaspartoftheapplication.
24 5.Ifanapplicantisnotcurrentlyresidinginthisstate,theoversightboardshall
25conditionallyapprovetheapplicationcontingentuponreceiptofproofofdomicilein
26thisstatewithinninetydaysoftheapplicantreceivingthetemporarylicense.Ifthe
27applicantfailstoprovideproofwithinninetydaysofreceivingthetemporarylicense,
28theoversightboardmayterminatethetemporarylicenseandtheapplicantmayreapply
29foratemporarylicense.
30 6.Theprovisionsofthissectionshallnotapplytothefollowing:
31 (1)Anyoccupationwhoseoversightbodyhasenteredintoalicensingcompact
32withanotherstatefortheregulationofpracticeundertheoversightbody'sjurisdiction.
33Theprovisionsofthissectionshallnotbeconstruedtoaltertheauthoritygrantedby,or
34anyrequirementspromulgatedpursuantto,anyinterjurisdictionalorinterstate
35compactsadoptedbythisstateoranyreciprocityagreementswithotherstates,and
36wheneverpossibletheprovisionsofthissectionshallbeinterpretedsoastoimplyno
37conflictbetweenitandanycompactoranyreciprocityagreementwithotherstates;
38 (2)Anyoccupationsetforthinsubsection6ofsection290.257oranyelectrical
39contractorlicensedundersections324.900to324.945;
40 (3)Anyoccupationwhoseregulatorsorlicenseesarerequiredtocomplywith
41specificfederalstatutory,regulatory,andadministrativerequirementsinorderto
42practiceinMissouri;or
43 (4)Assistantphysicianslicensedunderchapter334.
HB478	7 44 7.Theone-timenonrenewabletemporarylicenseshallexpireaftertwoyears.
45Uponexpiration,theindividualshallberequiredtoapplyforapermanentlicensein
46accordancewiththelicenserequirementsfortheoccupationforwhichheorsheheldthe
47temporarylicense.
48 8.Notwithstandinganyotherprovisionoflawtothecontrary,alicenseissued
49underthissectionshallbevalidonlyinthisstateandshallnotmakealicenseeeligibleto
50bepartofaninterstatecompact.Anapplicantwhoislicensedinanotherstatepursuant
51toaninterstatecompactshallnotbeeligibleforlicensurebyanoversightbodyunder
52theprovisionsofthissection.
53 9.Notwithstandinganyotherprovisionoflawtothecontrary,alicenseissued
54underthissectionshallbevalidonlyinthisstateandshallnotmakealicenseeeligibleto
55obtainalicensebyreciprocityinanotherstate.
56 10.Asusedinthissection,theterm"oversightbody"meansanyboard,
57department,agency,orofficeofajurisdictionthatissuesoccupationalorprofessional
58licenses.
59 11.Thedivisionofprofessionalregistrationmaypromulgaterulestoimplement
60theprovisionsofthissection.Anyruleorportionofarule,asthattermisdefinedin
61section536.010,thatiscreatedundertheauthoritydelegatedinthissectionshall
62becomeeffectiveonlyifitcomplieswithandissubjecttoalloftheprovisionsofchapter
63536and,ifapplicable,section536.028.Thissectionandchapter536arenonseverable
64andifanyofthepowersvestedwiththegeneralassemblypursuanttochapter536to
65review,todelaytheeffectivedate,ortodisapproveandannularulearesubsequently
66heldunconstitutional,thenthegrantofrulemakingauthorityandanyruleproposedor
67adoptedafterAugust28,2025,shallbeinvalidandvoid.
324.009.1.Forpurposesofthissection,thefollowingtermsmean:

3occupationalspecialitythatenablesapersontolegallypracticeanoccupationorprofessionin
4aparticularjurisdiction;
5 (2)"Military",theArmedForcesoftheUnitedStatesincludingtheAirForce,Army,
6CoastGuard,MarineCorps,Navy,SpaceForce,NationalGuardandanyothermilitary
7branchthatisdesignatedbyCongressaspartoftheArmedForcesoftheUnitedStates,and
8allreservecomponentsandauxiliaries.Suchtermalsoincludesthemilitaryreservesand
9militiaofanyUnitedStatesterritoryorstate;
10 (3)"Missourilawenforcementofficer",anypersonemployedbyorotherwise
11servinginapositionforthestateoralocalgovernmentalentityasapoliceofficer,peace
12officercertifiedunderchapter590,auxiliarypoliceofficer,sheriff,sheriff'sdeputy,
13memberofthepatrolasthattermisdefinedinsection43.010,orinsomelikeposition

15thatperson'slifeandwhoisapermanentresidentofthestateofMissouriorwhois
16domiciledinthestateofMissouri;
17 (4)"Nonresidentmilitaryorlawenforcementspouse"[,]:
18 (a)AnonresidentspouseofanactivedutymemberoftheArmedForcesofthe
19UnitedStateswhohasbeentransferredorisscheduledtobetransferredtothestateof
20Missouri,orwhohasbeentransferredorisscheduledtobetransferredtoanadjacentstate
21andisorwillbedomiciledinthestateofMissouri,orhasmovedtothestateofMissouriona
22permanentchange-of-stationbasis; or
23 (b)Anonresidentspouseofapersonresidingoutsidethestatewhohasaccepted

41 3.Theoversightbodyinthisstateshall:
42 (1)Withinsixmonthsofreceivinganapplicationdescribedinsubsection2ofthis
43section,waiveanyexamination,educational,orexperiencerequirementsforlicensureinthis

68 5.Nothinginthissectionshallprohibittheoversightbodyfromdenyingalicenseto
69anapplicantunderthissectionforanyreasondescribedinanysectionassociatedwiththe

71 6.Anypersonwhoislicensedundertheprovisionsofthissectionshallbesubjectto
