43+25orexclusionfromratesinaratemakingproceedingpursuanttothecommission's
44+26authoritytodeterminejustandreasonablerates.Inaddition,thecommissionmay
45+27authorizeanelectricalcorporationtomakeordemandchargesforservicebasedin
46+28wholeorinpartonadditionalamortizationstomaintaintheelectricalcorporation's
47+29financialratiosthatwill,inthecommission'sjudgment,betterenabletheelectrical
