12	12	301.469.1.Anyvehicleownermayreceivelicenseplatesasprescribedinthis
13	13	2section,foranymotorvehiclesuchpersonowns,eithersolelyorjointly,otherthanan
14	14	3apportionedmotorvehicleoracommercialmotorvehiclelicensedinexcessoftwenty-four
15	15	4thousandpoundsgrossweight,afteranannualpaymentofanemblem-useauthorizationfeeto
16	16	5theMissouriconservationheritagefoundation.Thefoundationherebyauthorizestheuseof
17	17	6itsofficialemblemstobeaffixedonmultiyearlicenseplatesasprovidedinthissection.Any
18	18	7vehicleownermayannuallyapplyfortheuseoftheemblems.
19	19	8 2.Uponannualapplicationandpaymentofatwenty-fivedollaremblem-use
20	20	9authorizationfeetotheMissouriconservationheritagefoundation,thefoundationshallissue
21	21	10tothevehicleowner,withoutfurthercharge,anemblem-useauthorizationstatement,which
22	22	11shallbepresentedtothedirectorofthedepartmentofrevenueatthetimeofregistrationofa
23	23	12motorvehicle.
24	24	13 3.Uponpresentationoftheannualstatement,paymentofafifteendollarfeein
25	25	14additiontotheregularregistrationfeesanddocumentswhichmayberequiredbylaw,the
26	26	15directorofthedepartmentofrevenueshallissuealicenseplate,whichshallbearanemblem
27	27	16oftheMissouriconservationheritagefoundationinaformprescribedbythedirector,tothe
28	28	17vehicleowner.Suchlicenseplatesshallbemadewithfullyreflectivematerialwitha
29	29	EXPLANATION—Matterenclosedinbold-facedbrackets[thus] intheabovebillisnotenactedandis

38	38	26 5.Avehicleowner,whowaspreviouslyissuedaplatewithaMissouriconservation
39	39	27heritagefoundationemblemauthorizedbythissectionbutwhodoesnotprovideanemblem-
40	40	28useauthorizationstatementatasubsequenttimeofregistration,shallbeissuedanewplate
41	41	29whichdoesnotbearthefoundationemblem,asotherwiseprovidedbylaw.
42	42	30 [5.]6.Thedirectorofthedepartmentofrevenuemaypromulgaterulesand
43	43	31regulationsfortheadministrationofthissection.Anyruleorportionofarule,asthattermis
44	44	32definedinsection536.010,thatispromulgatedundertheauthoritydelegatedinthissection
