SectionA.Chapter71,RSMo,isamendedbyaddingtheretoonenewsection,tobe
2knownassection71.282,toreadasfollows:
71.282.1.Notwithstandinganyprovisionoflawtothecontrary,priortomaking
2anymajoralterationtoastate-maintainedroad,excludinghighways,withinanycity,
3town,orvillagewithapopulationofatleasttenthousandinhabitants,thedepartmentof
4transportationshallobtaintheconsentofthegoverningbodyofsuchcity,town,or
5village.Forpurposesofthissection,"majoralteration"includesthefollowing:
6 (1)Wideningornarrowingaroad;
7 (2)Deviationofaroadfromitscurrentcourse;
8 (3)Structuraladditionsorsubtractionsincluding,butnotlimitedto,traffic
9signals;trafficcircles;bridges;tunnels;trafficcalmingdevices,includingspeedhumps,
10speedbumps,andspeedtables;andbicycleandpedestrianlanes;and
11 (4)Speedlimitchangesinanamountgreaterthanfivemilesperhour.
12 2.Inassessingarequestbythedepartmentoftransportationtomakeamajor
13alterationundersubsection1ofthissection,thecity,town,orvillageshallseekinput
14fromresidentsastohowaprojectwouldaffectbusinesses,residents,andadjacent
15roadways.Thecity,town,orvillageshallreporttothedepartmentitsdecisiononthe
