SectionA.Section130.031,RSMo,isrepealedandonenewsectionenactedinlieu
2thereof,tobeknownassection130.031,toreadasfollows:
130.031.1.Nocontributionofcashinanamountofmorethanonehundreddollars
2shallbemadebyoracceptedfromanysinglecontributorforanyelectionbyacontinuing
3committee,acampaigncommittee,apoliticalpartycommittee,anexploratorycommitteeora
4candidatecommittee.
5 2.Exceptforexpendituresfromapettycashfundwhichisestablishedand
6maintainedbywithdrawalsoffundsfromthecommittee'sdepositoryaccountandwith
7recordsmaintainedpursuanttotherecord-keepingrequirementsofsection130.036toaccount
8forexpendituresmadefrompettycash,eachexpenditureofmorethanfiftydollars,exceptan
9in-kindexpenditure,shallbemadebycheckdrawnonthecommittee'sdepositoryandsigned
10bythecommitteetreasurer,deputytreasurerorcandidate.Asingleexpenditurefromapetty
11cashfundshallnotexceedfiftydollars,andtheaggregateofallexpendituresfromapetty
12cashfundduringacalendaryearshallnotexceedthelesseroffivethousanddollarsorten

15 3.Nocontributionshallbemadeoracceptedandnoexpenditureshallbemadeor
16incurred,directlyorindirectly,inafictitiousname,inthenameofanotherperson,orbyor
17throughanotherpersoninsuchamannerastoconcealtheidentityoftheactualsourceofthe

23candidatesuchperson'sownnameandaddress,thenameandaddressofeachpersontowhom
24anexpenditurehasbeenmadeandtheamountandpurposeoftheexpendituresthepersonhas
25madeforthatcommittee.
26 4.Noanonymouscontributionofmorethantwenty-fivedollarsshallbemadebyany
27person,andnoanonymouscontributionofmorethantwenty-fivedollarsshallbeacceptedby
28anycandidateorcommittee.Ifanyanonymouscontributionofmorethantwenty-fivedollars
29isreceived,itshallbereturnedimmediatelytothecontributor,ifthecontributor'sidentitycan
30beascertained,andifthecontributor'sidentitycannotbeascertained,thecandidate,
31committeetreasurerordeputytreasurershallimmediatelytransmitthatportionofthe
32contributionwhichexceedstwenty-fivedollarstothestatetreasureranditshallescheattothe
33state.
34 5.Themaximumaggregateamountofanonymouscontributionswhichshallbe
35acceptedinanycalendaryearbyanycommitteeshallbethegreateroffivehundreddollarsor
36onepercentoftheaggregateamountofallcontributionsreceivedbythatcommitteeinthe
37samecalendaryear.Ifanyanonymouscontributionisreceivedwhichcausestheaggregate
38totalofanonymouscontributionstoexceedtheforegoinglimitation,itshallbereturned
39immediatelytothecontributor,ifthecontributor'sidentitycanbeascertained,and,ifthe
40contributor'sidentitycannotbeascertained,thecommitteetreasurer,deputytreasureror
41candidateshallimmediatelytransmittheanonymouscontributiontothestatetreasurerto
42escheattothestate.
43 6.Notwithstandingtheprovisionsofsubsection5ofthissection,contributionsfrom
44individualswhosenamesandaddressescannotbeascertainedwhicharereceivedfroma
45fund-raisingactivityorevent,suchasdefinedinsection130.011,shallnotbedeemed
46anonymouscontributions,providedthefollowingconditionsaremet:
47 (1)Therearetwenty-fiveormorecontributingparticipantsintheactivityorevent;
48 (2)Thecandidate,committeetreasurer,deputytreasurerorthepersonresponsiblefor
49conductingtheactivityoreventmakesanannouncementthatitisillegalforanyonetomake
50orreceiveacontributioninexcessofonehundreddollarsunlessthecontributionis
51accompaniedbythenameandaddressofthecontributor;
52 (3)Thepersonresponsibleforconductingtheactivityoreventdoesnotknowingly
53acceptpaymentfromanysinglepersonofmorethanonehundreddollarsunlessthenameand

92placeofresidenceoronthatindividual'spersonalmotorvehicle;anyitemsofpersonaluse

94jewelry,orclothing,whichispaidforbyacandidateorcommitteewhichsupportsacandidate
95orsupportsoropposesaballotmeasureandwhichisobviousinitsidentificationwitha
96specificcandidateorcommitteeandisreportedasrequiredbythischapter;andanynews

99 (1)Inregardtoanyprintedmatterpaidforbyacandidatefromthecandidate's

125 10.Theprovisionsofsubsection8or9ofthissectionshallnotapplytocandidatesfor
126electivefederaloffice,providedthatpersonscausingmattertobeprintedorbroadcast

128identificationofthesponsororsponsors.
129 11.Anypersonpublishing,circulating,ordistributinganypolitical
130advertisementrelativetoanycandidateforpublicofficeoranyballotmeasurethat
131usesgenerativeartificialintelligenceshall,onthefaceofsuchadvertisement,identifyin
132aclearandconspicuousmannerthatgenerativeartificialintelligencewasusedinthe
133creationoftheadvertisement.Asusedinthissubsection,theterm"generativeartificial
134intelligence"meansanadvertisementthatcontainsimages,video,audio,text,orother
135digitalcontentcreatedinwholeorinpartbyamachine-basedsystemthatcan,fora
136givensetofhuman-definedobjectives,emulatethestructures,patterns,and
137characteristicsofinputdatainordertogeneratesyntheticcontent.
138 12.Itshallbeaviolationofthischapterforanypersonrequiredtobeidentifiedas
139payingforprintedmatterpursuanttosubsection8ofthissectionorpayingforbroadcast
140matterpursuanttosubsection9ofthissectiontorefusetoprovidetheinformationrequiredor
141topurposelyprovidefalse,misleading,orincompleteinformation.
142 [12.]13.Itshallbeaviolationofthischapterforanycommitteetoofferchancesto
143winprizesormoneytopersonstoencouragesuchpersonstoendorse,sendelectionmaterial
144bymail,deliverelectionmaterialinpersonorcontactpersonsattheirhomes;exceptthat,the
145provisionsofthissubsectionshallnotbeconstruedtoprohibithiringandpayingacampaign
