1414 3dischargedfromanybranchoftheUnitedStatesArmedForcesascertifiedbythe
1515 4appropriatefederalagencyresponsiblefortheadministrationofveterans'affairs;
1616 5 (2)"Honorablydischargedveteran-ownedenterprise":
1717 6 (a)Asoleproprietorshipownedandcontrolledbyanhonorablydischarged
1818 7veteran;
1919 8 (b)Apartnershiporjointventureownedandcontrolledbyhonorably

3131 19departments,institutions,andotherentitiesofthisstateandofeachpoliticalsubdivision
3232 20ofthisstateshallgiveathree-pointbonuspreferencetohonorablydischargedveteran-
3333 21ownedenterprisesthataredoingbusinessasMissourifirms,corporations,or
3434 22individualsorthatmaintainMissouriofficesorplacesofbusiness.
3535 23 3.Inimplementingtheprovisionsofsubsection2ofthissection,thefollowing
3636 24provisionsshallapply:
3737 25 (1)Thecommissionerofadministrationshallhavethegoalofthreepercentofall
3838 26suchcontractsdescribedinsubsection2ofthissectiontobelettohonorablydischarged
3939 27veteran-ownedenterprises;
4040 28 (2)Ifnooraninsufficientnumberofhonorablydischargedveteran-owned
4141 29enterprisessubmitabidorproposalforacontractletbyanagency,department,
4242 30institution,orotherentityofthestateorofapoliticalsubdivisionofthestate,suchgoal
4343 31shallnotberequiredandtheprovisionsofsubdivision(1)ofthissubsectionshallnot
4444 32apply;and
4545 33 (3)Anyhonorablydischargedveteran-ownedenterprisethatreceivesbonus
4646 34pointsunderthissectionshallnotreceivebonuspointsundersection34.074.
4747 35 4.Thecommissionerofadministrationmaypromulgaterulestoimplementthe
4848 36provisionsofthissection.Anyruleorportionofarule,asthattermisdefinedinsection
4949 37536.010,thatiscreatedundertheauthoritydelegatedinthissectionshallbecome
5050 38effectiveonlyifitcomplieswithandissubjecttoalloftheprovisionsofchapter536and,
5151 39ifapplicable,section536.028.Thissectionandchapter536arenonseverableandifany
5252 40ofthepowersvestedwiththegeneralassemblypursuanttochapter536toreview,to
5353 41delaytheeffectivedate,ortodisapproveandannularulearesubsequentlyheld
5454 42unconstitutional,thenthegrantofrulemakingauthorityandanyruleproposedor
5555 43adoptedafterAugust28,2025,shallbeinvalidandvoid.
5656 34.074.1.Asusedinthissection,theterm"service-disabledveteran"meansany
5757 2individualwhoisdisabledascertifiedbytheappropriatefederalagencyresponsibleforthe
5858 3administrationofveterans'affairs.
5959 4 2.Asusedinthissection,theterm"service-disabledveteranbusiness"meansa
6060 5businessconcern:
6161 6 (1)Notlessthanfifty-onepercentofwhichisownedbyoneormoreservice-disabled
6262 7veteransor,inthecaseofanypubliclyownedbusiness,notlessthanfifty-onepercentofthe
6363 8stockofwhichisownedbyoneormoreservice-disabledveterans;and
6464 9 (2)Themanagementanddailybusinessoperationsofwhicharecontrolledbyoneor
6565 10moreservice-disabledveterans.

6868 13thisstateshallgiveathree-pointbonuspreferencetoservice-disabledveteranbusinesses
6969 14doingbusinessasMissourifirms,corporations,orindividuals,orwhichmaintainMissouri
7070 15officesorplacesofbusiness.
7171 16 4.Inimplementingtheprovisionsofsubsection3ofthissection,thefollowingshall

7373 18 (1)Thecommissionerofadministrationshallhavethegoalofthreepercentofall
7474 19suchcontractsdescribedinsubsection3ofthissectiontobelettosuchveterans;
7575 20 (2)Ifnooraninsufficientnumberofsuchveteransdoingbusinessinthisstatesubmit
7676 21abidorproposalforacontractletbyanagency,department,institution,orotherentityofthe
7777 22stateorapoliticalsubdivision,suchgoalshallnotberequiredandtheprovisionsof
7878 23subdivision(1)ofthissubsectionshallnotapply;and
7979 24 (3)Anyservice-disabledveteranbusinessthatreceivesbonuspointsunderthis
8080 25sectionshallnotreceivebonuspointsundersection34.069.
8181 26 5.Thecommissionerofadministrationmaypromulgaterulesinordertoimplement
8282 27theprovisionsofthissection.Anyruleorportionofarule,asthattermisdefinedinsection
8383 28536.010,thatiscreatedundertheauthoritydelegatedinthissectionshallbecomeeffective
8484 29onlyifitcomplieswithandissubjecttoalloftheprovisionsofchapter536andifapplicable,
8585 30section536.028.Thissectionandchapter536arenonseverableandifanyofthepowers
8686 31vestedwiththegeneralassemblypursuanttochapter536toreview,todelaytheeffective
8787 32date,ortodisapproveandannularulearesubsequentlyheldunconstitutional,thenthegrant
8888 33ofrulemakingauthorityandanyruleproposedoradoptedafterAugust28,2010,shallbe
