Thisbillestablishesthe"NaturopathicPracticeAct"anddefines
theterms,scope,andrequirementsforthepracticeofnaturopathic
medicine.
Thebillcreatesa"BoardofNaturopathicMedicine"consistingof
fivemembersappointedbytheGovernor. TheBoardmustincludethe
following:
(1)Threenaturopathicdoctors;
(2)Onephysician;and
(3)OneregisteredvoterwhohaslivedintheStateforoneyear.
TheBoardiscreatedwithintheDivisionofProfessional
Registration,withintheDepartmentofCommerceandInsurance,to
regulatethelicensureanddisciplineofnaturopathicdoctors.
Thisbillcreatesthe"BoardofNaturopathicMedicineFund".
MoneysintheFundconsistoffeesauthorizedtobechargedbythe
Board.TheFundwillbeusedforthepaymentofexpensesof
maintainingtheBoardandforenforcingprovisionsconcerningthe
practiceofnaturopathicmedicine.
Alicenseemaypracticenaturopathicmedicinetoprovideprimary
careinalignmentwithnaturopathicmedicaleducation,asspecified
inthebillandincludes:
(1)Takingandrecordingapatient'shealthhistory;
(2)Performingphysicalexaminations;
(3)Performingvenipuncture;
(4)Ordering,butnotinterpreting,radiographyexaminations;
(5)Performinglaboratorymedicine;
(6)Obtainingsamplesofhumantissues,exceptsurgicalexcision
beyondsurgicalexcisionthisisauthorizedasaminoroffice
procedure;
(7)Administering, dispensing,andorderingnaturopathic
therapies; (8)Recommending,prescribing,administering, dispensing,and
ordering:alllegenddrugsandover-the-counterdrugs;controlled
substanceswithinSchedulesIII,IV,andVofSection195.017,RSMo,
excludingallopioidsandopioidderivatives;anddurablemedical
equipmentanddevices;
(9)Administeringsubstancesauthorizedforintradermal,
subcutaneous,intramuscular, intravenous,ligamentous,tendinous,
periarticular, intra-articular,intravaginal,andintrauterine
administration consistentwiththeeducationandtrainingofa
naturopathicdoctor;
(10)Performingnaturopathicphysicalmedicine;
(11)Recommending,ordering,andusingtherapeuticdevices;
(12)Recommending,ordering,andusingbarriercontraceptionand
contraceptivedevices,includingintrauterinedevices;
(13)Performingminorofficeprocedures;
(14)Providingbiofeedbackandneurofeedbacktherapies;and
(15)Providinghealthcarecounseling,nutritionalcounseling,and
dietarytherapy.
Anaturopathicdoctormustrecordeachprescriptionorderin
writing,haveexperiencemanagingamedicalregimen,andregister
withtheUnitedStatesDrugEnforcementAdministration (DEA)in
ordertoprescribecontrolledsubstances.
Anaturopathicdoctormustrefertoaphysiciananypatientwhose
medicalconditionisbeyondthescopeofpracticeofthe
naturopathicdoctor.
Thequalifications, fees,examinations,andrenewalproceduresfor
obtainingandmaintainingalicensetopracticenaturopathic
medicine,aswellastheprohibitedactsandgroundsfor
disciplinaryactionareoutlinedinthebill.
