ThefollowingisasummaryoftheHouseCommitteeSubstituteforHB
950.
ThisbillallowsapersonwhoisacitizenoftheUnitedStatesand
hasneverappliedfororbeenissuedaSocialSecuritynumber(SSN)
toprovideanaffidavittotheDepartmentofRevenue. The
affidavitlanguageisprovidedinthebillandstatesthatthe
applicantisacitizenandhasnotappliedfororbeenissueda
SSN.TheDepartmentmustaccepttheaffidavitinplaceofthe
person'sSSNwhentheyapplyforanon-REALIDnondriver'slicense
ordriver'slicense. Theaffidavitmayalsobeprovidedinan
applicationforacommercialdriver'slicenseorpermitwheredoing
sowouldnotconflictwithFederallaw.
ThebillrequirestheDepartmenttodeletephotographstakenduring
theapplicationprocessfornon-REALIDdriver'slicensesand
nondriver'slicensesuponrequestbyanapplicant. TheDepartment
isprohibitedfromusingfacialrecognitioncameraswhenproducing
non-REALIDdriver'slicensesandnondriver'slicenses.

PROPONENTS: Supporterssaythatitprotectspeople’sprivacy.
PeoplearenotrequiredtohaveSocialSecuritynumbers,andif
theyarewillingtogothroughtheaddedstepsnecessary,they
shouldbeabletoprotecttheirprivacywhilestillreceiving
licenses. Inthefuture,iftheDepartmentofRevenueisusing
facialrecognitioncameras,thisprovidesanalternativetopeople
withconcerns. Thebillallowsapplicantstobringtheirown
photos,subjecttothesamerequirementsusedinpassportphotos.

OTHERS:Otherstestifyingonthebillsaythat,forreligious
reasons,peoplecanhaveanIDwithnophoto,buttheyhavetotake

comparethephotoonfilewiththedriverofavehicletoensure thedriveristheactualholderofthelicense. The173contracted
licenseofficeswouldhavetogetscanningequipmenttoenterthe
photosthatpeopleprovideandscanningthephotoscouldalsolead
tolongerwaittimes.AllMissouriIDshaveabluebackgroundso
peoplecanseefacialfeaturesontheID.CommercialDriver’s
LicenseapplicationsmusthaveaSocialSecuritynumberincluded
perFederallaw.Individualsareabletopaytaxeswithouta
SocialSecuritynumber.TheyinsteadreceiveanITINnumberand
stillcontributetotheSocialSecuritysystem.
