JOINTRESOLUTION
SubmittingtothequalifiedvotersofMissourianamendmentrepealingSection8ofArticle
IIIoftheConstitutionofMissouri,andadoptingonenewsectioninlieuthereof
relatingtotermlimitsformembersofthegeneralassembly.
BeitresolvedbytheHouseofRepresentatives,theSenateconcurringtherein:
ThatatthenextgeneralelectiontobeheldinthestateofMissouri,onTuesdaynext
2followingthefirstMondayinNovember,2026,orataspecialelectiontobecalledbythe
3governorforthatpurpose,thereisherebysubmittedtothequalifiedvotersofthisstate,for
4adoptionorrejection,thefollowingamendmenttoArticleIIIoftheConstitutionofthestate
5ofMissouri:
SectionA.Section8,ArticleIII,ConstitutionofMissouri,isrepealedandonenew
2sectionadoptedinlieuthereof,tobeknownasSection8,toreadasfollows:
Section8.1.BeforeDecember3,2026,nooneshallbeelectedtoservemorethan
2eightyearstotalinanyonehouseoftheGeneralAssemblynormorethansixteenyearstotal
3inbothhousesoftheGeneralAssembly.Inapplyingthissection,serviceintheGeneral
4AssemblyresultingfromanelectionpriortoDecember3,1992,orserviceoflessthanone
5year,inthecaseofamemberofthehouseofrepresentatives,ortwoyears,inthecaseofa
6memberofthesenate,byapersonelectedaftertheeffectivedateofthissectiontocomplete
7thetermofanotherperson,shallnotbecounted.

intendedtobeomittedfromthelaw.Matterinbold-facetypeintheabovebillisproposedlanguage. 8 2.BeginningDecember3,2026,nooneshallbeelectedtoservemorethan
9sixteenyearstotalinbothhousesofthegeneralassembly.Serviceinthegeneral
10assemblyresultingfromanelectionpriortoDecember3,2026,shallbecounted.
11 3.Nopersonservinginthegeneralassemblyshallserveasthespeakerofthe
12houseofrepresentativesformorethanthreetermsoraspresidentprotemporeofthe
13senateformorethantwoterms.
SectionB.Pursuanttochapter116,andotherapplicableconstitutionalprovisionsand
2lawsofthisstateallowingthegeneralassemblytoadoptballotlanguageforthesubmissionof
3thisjointresolutiontothevotersofthisstate,theofficialsummarystatementofthis
4resolutionshallbeasfollows:

6 •Prohibitlegislatorsfromservingmorethansixteenyearstotalinbothhousesofthe
7GeneralAssembly;and
8 •LimitthelengthoftimeanylegislatorcanserveasSpeakeroftheHouseof
9RepresentativesorPresidentProTemporeoftheSenate?".
