2020 Section50.Initiativepetitionsproposingamendmentstotheconstitutionshallbe
2121 2signedbyeightpercentofthelegalvotersineachoftwo-thirdsofthecongressionaldistricts
2222 3inthestate,andpetitionsproposinglawsshallbesignedbyfivepercentofsuchvoters.Every
2323 4suchpetitionshallbefiledwiththesecretaryofstatenotlessthansixmonthsbeforethe
2424 5electionandshallcontainanenactingclauseandthefulltextofthemeasure.Votersineach

7777 Section54.1.NotwithstandingSection27ofthisarticletothecontrary,until
7878 2twoyearsfollowingtheeffectivedateofanylawapprovedbythepeoplethroughthe
7979 3initiativepetitionprocess,thegeneralassemblyshallnotpassanylawamendingor
8080 4repealingsuchmeasureunless,byavoteofyeasandnays,atleastfour-seventhsofthe
8181 5membersservingineachhouse,lessanyvacancies,berecordedasvotingfavorably.
8282 6 2.Intheeventthatacourtofcompetentjurisdictionissuesafinaljudgmentthat
8383 7declaresalawapprovedbythepeoplethroughtheinitiativepetitionprocess
8484 8unconstitutionalorotherwiseinvalid,inwholeorinpart,orthatotherwiserenders
8585 9thelawinoperableandofnoforceandeffectoflaw,inwholeorinpart,theprovisionsof
8686 10subsection1ofthissectionshallnotapplyandthegeneralassemblymayamendor
8787 11repealsuchmeasureinamannerthatisotherwiseconsistentwiththisconstitution.
