JOINTRESOLUTION
SubmittingtothequalifiedvotersofMissourianamendmentrepealingSection13ofArticleI
oftheConstitutionofMissouri,andadoptingonenewsectioninlieuthereofrelating
toexpostfactolawsinvolvingcivilchildsexualabuseclaims.
BeitresolvedbytheHouseofRepresentatives,theSenateconcurringtherein:
ThatatthenextgeneralelectiontobeheldinthestateofMissouri,onTuesdaynext
2followingthefirstMondayinNovember,2026,orataspecialelectiontobecalledbythe
3governorforthatpurpose,thereisherebysubmittedtothequalifiedvotersofthisstate,for
4adoptionorrejection,thefollowingamendmenttoArticleIoftheConstitutionofthestateof
5Missouri:
SectionA.Section13,ArticleI,ConstitutionofMissouri,isrepealedandonenew
2sectionadoptedinlieuthereof,tobeknownasSection13,toreadasfollows:
Section13.Thatnoexpostfactolaw,norlawimpairingtheobligationofcontracts,
2orretrospectiveinitsoperation,ormakinganyirrevocablegrantofspecialprivilegesor
3immunities,canbeenacted; however,anexpostfactolawmaybeenactedifsuchlaw
4involvescivilchildsexualabuseclaims.
