1010 To repeal sections 57.010 and 57.530, RSMo, and to enact in lieu thereof two new sections relating

1313 Be it enacted by the General Assembly of the State of Missouri, as follows:
1414 Section A. Sections 57.010 and 57.530, RSMo, are repealed 1
1515 and two new sections enacted in lieu thereof, to be known as 2
1616 sections 57.010 and 57.530, to read as follows:3
1717 57.010. 1. At the general election to be held in 1
1818 1948, and at each general election held every four years 2
1919 thereafter, the voters in every county in this state shall 3
2020 elect some suitable person sheriff. No person shall be 4
2121 eligible for the office of sheriff who has been convicted of 5
2222 a felony. Such person shall be a resident taxpayer and 6
2323 elector of said county, shall have resided in said county 7
2424 for more than one whole year next before filing for said 8
2525 office and shall be a person capab le of efficient law 9
2626 enforcement. When any person shall be elected sheriff, such 10
2727 person shall enter upon the discharge of the duties of such 11
2828 person's office as chief law enforcement officer of that 12
2929 county on the first day of January next succeeding sai d 13
3030 election. 14
3131 2. No person shall be eligible for the office of 15
3232 sheriff who does not hold a valid peace officer license 16
3333 pursuant to chapter 590. Any person filing for the office 17
3434 of sheriff shall have a valid peace officer license at the 18 SB 192 2
3535 time of filing for office. This subsection shall not apply 19
3636 to the sheriff of any county of the first classification 20
3737 with a charter form of government with a population over 21
3838 nine hundred thousand or of any city not within a county. 22
3939 3. The sheriff of any cit y not within a county shall 23
4040 be required to hold a valid peace officer license pursuant 24
4141 to chapter 590 within two years of being elected as sheriff. 25
4242 57.530. The sheriff of the City of St. Louis shall, 1
4343 with the approval of a majority o f the circuit judges of the 2
4444 circuit court of said city, appoint as many deputies and 3
4545 assistants as may be necessary to perform the duties of his 4
4646 or her office[, and ]. The annual compensation for 5
4747 sheriff's deputies shall be no less than fifty thousand 6
4848 dollars. The sheriff shall fix the compensation for [their 7
4949 services] deputy assistants, which compensation, however, 8
5050 shall not in any case exceed the annual rate of compensation 9
5151 fixed by the board of aldermen of the City of St. Louis 10
