88 To amend chapter 67, RSMo, by adding thereto one new section relating to a property tax for

1111 Be it enacted by the General Assembly of the State of Missouri, as follows:
1212 Section A. Chapter 67, RSMo, is amended by adding thereto 1
1313 one new section, to be known as section 67.115, to read as 2
1414 follows:3
1515 67.115. 1. The board of education of a metropolitan 1
1616 school district may impose a tax upon real property located 2
1717 within the district for the purpose of funding special 3
1818 educational services in the district. The tax shall not 4
1919 exceed a rate of three cents per hundred dollars assessed 5
2020 valuation and shall be imposed solely for the purpose of 6
2121 funding special educational services in the district. The 7
2222 tax authorized pursuant to this section shall not become 8
2323 effective unless the board of education of the metropolitan 9
2424 district submits to the voters residing within the district, 10
2525 at a general election, a proposal to authorize the school 11
2626 board of the metropolitan di strict to impose a tax under 12
2727 this section. 13
2828 2. The question of whether the tax authorized by this 14
2929 section shall be imposed shall be submitted in substantially 15
3030 the following form: 16

3232 If a majority of the votes cast on the ques tion by the 29
3333 qualified voters voting thereon are in favor of the 30
3434 question, the tax shall become effective. If a majority of 31
3535 the votes cast on the question by the qualified voters 32
3636 voting thereon are opposed to the question, the school board 33
3737 of the metropolitan district may not impose the tax 34
3838 authorized under this section unless and until the question 35
3939 is resubmitted under this section to the qualified voters 36
4040 and such question is approved by a majority of the qualified 37
4141 voters voting on the question. 38
4242 3. All revenue collected pursuant to this section 39
4343 shall be deposited in a special trust fund, which and shall 40
4444 be known as the "Special Educational Services Property Tax 41
4545 Trust Fund", and shall be used solely for the designated 42
4646 purposes. 43
4747 4. The provisions of chapter 137 and article X, 44
4848 section 22 of the Missouri Constitution shall apply to the 45
4949 tax authorized pursuant to this section. 46
