8	8	To amend chapters 67 and 442, RSMo, by adding thereto two new sections relating to foreign
9	9	ownership of real estate.

11	11	Be it enacted by the General Assembly of the State of Missouri, as follows:
12	12	Section A. Chapters 67 and 442, RSMo, are am ended by 1
13	13	adding thereto two new sections, to be known as sections 67.5360 2
14	14	and 442.561, to read as follows:3
15	15	67.5360. 1. The governing body in any political 1
16	16	subdivision shall not procure, authorize, or approve a 2
17	17	development agreement, building plan , or any other proposal 3
18	18	relating to development of the political subdivision with an 4
19	19	individual or government identified as a foreign adversary 5
20	20	as defined in 15 CFR 7.4(a). 6
21	21	2. The provisions of this section shall not apply to a 7
22	22	foreign adversary possessing an interest in real property if 8
23	23	the foreign adversary: 9
24	24	(1) Is a duly registered business and has maintained a 10
25	25	status of good standing with the office of the secretary of 11
26	26	state for seven years or longer prior to August 28, 2025; 12
27	27	(2) Has been approved by the United States Committee 13
28	28	on Foreign Investment under 50 U.S.C. Section 4565; and 14
29	29	(3) Maintains an active national security agreement 15
30	30	with the federal government. 16
31	31	442.561. 1. Notwithstanding any other p rovision of 1
32	32	law to the contrary, the following governments or entities 2 SB 211 2
33	33	shall not purchase, hold, or otherwise acquire title to real 3
34	34	property in this state: 4
35	35	(1) A foreign government listed as a foreign 5
36	36	adversary; or 6
37	37	(2) A foreign business en tity that is: 7
38	38	(a) Headquartered in a country that is a foreign 8
39	39	adversary; 9
40	40	(b) Directly or indirectly held or controlled by a 10
41	41	foreign adversary; 11
42	42	(c) Owned by the majority of stock or other ownership 12
43	43	interests which are held or controlle d by individuals who 13
44	44	are citizens of a foreign adversary; or 14
45	45	(d) A company owned by, or the majority of stock or 15
46	46	other ownership interest which are held or controlled by, a 16
47	47	company or entity described in paragraph (c) of this 17
48	48	subdivision. 18
49	49	2. The provisions of this section shall not apply to a 19
50	50	foreign adversary possessing an interest in real property if 20
51	51	the foreign adversary: 21
52	52	(1) Is a duly registered business and has maintained a 22
