11 | 11 | Be it enacted by the General Assembly of the State of Missouri, as follows: | |
12 | 12 | Section A. Chapters 217 and 221, RSMo, are a mended by 1 | |
13 | 13 | adding thereto two new sections, to be known as sections 217.451 2 | |
14 | 14 | and 221.108, to read as follows:3 | |
15 | 15 | 217.451. No correctional center or other party shall 1 | |
16 | 16 | charge an offender in a correctional center a total amount 2 | |
17 | 17 | for a domestic phone call, including fees and any per -minute 3 | |
18 | 18 | rate, that exceeds the equivalent of twelve cents per minute. 4 | |
19 | 19 | 221.108. No jail or other party shall charge an inmate 1 | |
20 | 20 | in a jail a total amount for a domestic phone call, 2 | |
21 | 21 | including fees and any per -minute rate, that exceeds the 3 | |
22 | 22 | equivalent of: 4 | |
23 | 23 | (1) Fourteen cents per minute for any jail with an 5 | |
24 | 24 | average daily population of one thousand or more inmates; or 6 | |
25 | 25 | (2) Twenty-one cents per minute for any jail with an 7 | |
26 | 26 | average daily population of fewer than one thousand inmates. 8 | |
