88 To amend chapter 301, RSMo, by adding thereto one new section relating to permanent vehicle

1111 Be it enacted by the General Assembly of the State of Missouri, as follows:
1212 Section A. Chapter 301, RSMo, is amended by adding ther eto 1
1313 one new section, to be known as section 301.148, to read as 2
1414 follows:3
1515 301.148. 1. Notwithstanding any provision of law to 1
1616 the contrary, nonapportioned motor vehicles eligible for 2
1717 registration under this chapter may, at the option of the 3
1818 registrant, be registered permanently upon the payment of 4
1919 seven times the applicable fees required to register the 5
2020 vehicle annually and presentation of all documentation 6
2121 otherwise required by law to register the vehicle annually. 7
2222 2. The permanent plate or plates and registration fees 8
2323 are vehicle specific. The plate or plates and the 9
2424 registration fees paid are nontransferable and 10
2525 nonrefundable, except those covered under the provisions of 11
2626 section 301.442. Upon the transfer of the title to any 12
2727 vehicle registered in accordance with this section, the 13
2828 registration shall be cancelled and the license plates 14
2929 issued therefor shall be returned to the director of revenue. 15
3030 3. As used in this section, the term "fees" shall 16

3232 (1) Fees for registering the vehicle in accordance 18
3333 with this chapter; 19
3434 (2) Emblem-use authorization fees, contributions, or 20
3535 donations as specified in this chapter for the issuance of 21
3636 special license plates, which shall be paid to the 22
3737 organization issuing the e mblem use authorization statement 23
3838 for the plate or plates unless otherwise specified by law; 24
3939 and 25
4040 (3) Fees collected as compensation for department of 26
4141 revenue fee offices under section 136.055, which shall be 27
4242 paid to the fee office. Fee offices are hereby authorized 28
4343 to collect a fee as compensation in full and for all 29
4444 services rendered, on the basis specified in this section. 30
4545 4. The department of revenue may issue a distinctive 31
4646 registration tab or tabs indicating a vehicle has been 32
4747 permanently registered as specified in this section. 33
4848 5. The department of revenue may promulgate rules as 34
4949 necessary for the implementation of this section. Any rule 35
5050 or portion of a rule, as that term is defined in section 36
5151 536.010, that is created unde r the authority delegated in 37
5252 this section shall become effective only if it complies with 38
5353 and is subject to all of the provisions of chapter 536 and, 39
5454 if applicable, section 536.028. This section and chapter 40
5555 536 are nonseverable and if any of the power s vested with 41
5656 the general assembly pursuant to chapter 536 to review, to 42
5757 delay the effective date, or to disapprove and annul a rule 43
5858 are subsequently held unconstitutional, then the grant of 44
5959 rulemaking authority and any rule proposed or adopted after 45
6060 August 28, 2025, shall be invalid and void. 46
