1010 To repeal section 337.600, RSMo, and to enact in lieu thereof one new section relating to social

1313 Be it enacted by the General Assembly of the State of Missouri, as follows:
1414 Section A. Section 337.600, RSMo, is repealed and one new 1
1515 section enacted in lieu thereof, to be known as section 337.600, 2
1616 to read as follows:3
1717 337.600. As used in sections 337.600 t o 337.689, the 1
1818 following terms mean: 2
1919 (1) "Advanced macro social worker", the applications 3
2020 of social work theory, knowledge, methods, principles, 4
2121 values, and ethics; and the professional use of self to 5
2222 community and organizational systems, systemi c and macrocosm 6
2323 issues, and other indirect nonclinical services; specialized 7
2424 knowledge and advanced practice skills in case management, 8
2525 information and referral, nonclinical assessments, 9
2626 counseling, outcome evaluation, mediation, nonclinical 10
2727 supervision, nonclinical consultation, expert testimony, 11
2828 education, outcome evaluation, research, advocacy, social 12
2929 planning and policy development, community organization, and 13
3030 the development, implementation and administration of 14
3131 policies, programs, and activit ies. A licensed advanced 15
3232 macro social worker may not treat mental or emotional 16
3333 disorders or provide psychotherapy without the direct 17 SB 479 2
3434 supervision of a licensed clinical social worker, or 18
3535 diagnose a mental disorder; 19
3636 (2) "Clinical social work", the application of social 20
3737 work theory, knowledge, values, methods, principles, and 21
3838 techniques of case work, group work, client -centered 22
3939 advocacy, community organization, administration, planning, 23
4040 evaluation, consultation, research, psychotherapy and 24
4141 counseling methods and techniques to persons, families and 25
4242 groups in assessment, diagnosis, treatment, prevention and 26
4343 amelioration of mental and emotional conditions; 27
4444 (3) "Committee", the state committee for social 28
4545 workers established in section 337.6 22; 29
4646 (4) "Department", the Missouri department of commerce 30
4747 and insurance; 31
4848 (5) "Director", the director of the division of 32
4949 professional registration; 33
5050 (6) "Division", the division of professional 34
5151 registration; 35
5252 (7) "Independent practice", any practice of social 36
5353 workers outside of an organized setting such as a social, 37
5454 medical, or governmental agency in which a social worker 38
5555 assumes responsibility and accountability for services 39
5656 required; 40
5757 (8) "Licensed advanced macro social w orker", any 41
5858 person who offers to render services to individuals, groups, 42
5959 families, couples, organizations, institutions, communities, 43
6060 government agencies, corporations, or the general public for 44
6161 a fee, monetary or otherwise, implying that the person is 45
6262 trained, experienced, and licensed as an advanced macro 46
6363 social worker, and who holds a current valid license to 47
6464 practice as an advanced macro social worker; 48 SB 479 3
6565 (9) "Licensed baccalaureate social worker", any person 49
6666 who offers to render services to individuals, groups, 50
6767 organizations, institutions, corporations, government 51
6868 agencies, or the general public for a fee, monetary or 52
6969 otherwise, implying that the person is trained, experienced, 53
7070 and licensed as a baccalaureate social worker, and who holds 54
7171 a current valid license to practice as a baccalaureate 55
7272 social worker; 56
7373 (10) "Licensed clinical social worker", any person who 57
7474 offers to render services to individuals, groups, 58
7575 organizations, institutions, corporations, government 59
7676 agencies, or the general public for a fee, monetary or 60
7777 otherwise, implying that the person is trained, experienced, 61
7878 and licensed as a clinical social worker, and who holds a 62
7979 current, valid license to practice as a clinical social 63
8080 worker; 64
8181 (11) "Licensed master social worker", any person who 65
8282 offers to render services to individuals, groups, families, 66
8383 couples, organizations, institutions, communities, 67
8484 government agencies, corporations, or the general public for 68
8585 a fee, monetary or otherwise, implying that the per son is 69
8686 trained, experienced, and licensed as a master social 70
8787 worker, and who holds a current valid license to practice as 71
8888 a master social worker. A licensed master social worker may 72
8989 not treat mental or emotional disorders, provide 73
9090 psychotherapy without the direct supervision of a licensed 74
9191 clinical social worker, or diagnose a mental disorder; 75
9292 (12) "Master social work", the application of social 76
9393 work theory, knowledge, methods, and ethics and the 77
9494 professional use of self to restore or enhance social, 78
9595 psychosocial, or biopsychosocial functioning of individuals, 79
9696 couples, families, groups, organizations, communities, 80 SB 479 4
9797 institutions, government agencies, or corporations. The 81
9898 practice includes the applications of specialized knowledge 82
9999 and advanced practice skills in the areas of assessment, 83
100100 treatment planning, implementation and evaluation, case 84
101101 management, mediation, information and referral, counseling, 85
102102 client education, supervision, consultation, education, 86
103103 research, advocacy, community or ganization and development, 87
104104 planning, evaluation, implementation and administration of 88
105105 policies, programs, and activities. Under supervision as 89
106106 provided in this section, the practice of master social work 90
107107 may include the practices reserved to clinical social 91
108108 workers or advanced macro social workers for no more than 92
109109 forty-eight consecutive calendar months for the purpose of 93
110110 obtaining licensure under section 337.615 or 337.645; 94
111111 (13) "Practice of advanced macro social work", 95
112112 rendering, offering to render, or supervising those who 96
113113 render to individuals, couples, families, groups, 97
114114 organizations, institutions, corporations, government 98
115115 agencies, communities, or the general public any service 99
116116 involving the application of methods, principles, and 100
117117 techniques of advanced practice macro social work; 101
118118 (14) "Practice of baccalaureate social work", 102
119119 rendering, offering to render, or supervising those who 103
120120 render to individuals, families, groups, organizations, 104
121121 institutions, corporations, or the gen eral public any 105
122122 service involving the application of methods, principles, 106
123123 and techniques of baccalaureate social work; 107
124124 (15) "Practice of clinical social work", rendering, 108
125125 offering to render, or supervising those who render to 109
126126 individuals, couples , groups, organizations, institutions, 110

130130 (16) "Practice of master social work", rendering, 114
131131 offering to render, or supervising those who render to 115

134134 communities, or the general public any service involving the 118
135135 application of methods, principles, and techniques of master 119
136136 social work; 120
137137 (17) "Qualified advanced macro supervisor", any 121
138138 licensed social worker who meets the qualifications of a 122
139139 qualified clinical supervisor or a licensed advanced macro 123
140140 social worker who has: 124
141141 (a) Practiced in the field of social work as a 125
142142 licensed social worker for which he or she is supervising 126
143143 the applicant for a minimum of [five] three years; 127
144144 (b) Successfully completed a minimum of sixteen hours 128
145145 of supervisory training from the Association of Social Work 129
146146 Boards, the National Association of Social Workers, an 130
147147 accredited university, or a program approved by the state 131
148148 committee for social workers. All organizations providing 132
149149 the supervisory training shall adhere to the basic content 133
150150 and quality standards outli ned by the state committee on 134
151151 social work; and 135
152152 (c) Met all the requirements of sections 337.600 to 136
153153 337.689, and as defined by rule by the state committee for 137
154154 social workers; 138
155155 (18) "Qualified baccalaureate supervisor", any 139
156156 licensed social worker who meets the qualifications of a 140
157157 qualified clinical supervisor, qualified master supervisor, 141
158158 qualified advanced macro supervisor, or a licensed 142
159159 baccalaureate social worker who has: 143 SB 479 6
160160 (a) Practiced in the field of social work as a 144
161161 licensed social worker for which he or she is supervising 145
162162 the applicant for a minimum of [five] three years; 146
163163 (b) Successfully completed a minimum of sixteen hours 147
164164 of supervisory training from the Association of Social Work 148
165165 Boards, the National Association of S ocial Workers, an 149
166166 accredited university, or a program approved by the state 150
167167 committee for social workers. All organizations providing 151
168168 the supervisory training shall adhere to the basic content 152

174174 (19) "Qualified clinical supervisor", any licensed 158
175175 clinical social worker who has: 159
176176 (a) Practiced in the field of social work as a 160
177177 licensed social worker for which he or she is supervising 161
178178 the applicant for a minimum of [five] three years; 162
179179 (b) Successfully completed a minimum of sixteen hours 163
180180 of supervisory training from the Associati on of Social Work 164
181181 Boards, the National Association of Social Workers, an 165
182182 accredited university, or a program approved by the state 166
183183 committee for social workers. All organizations providing 167
184184 the supervisory training shall adhere to the basic content 168
185185 and quality standards outlined by the state committee on 169
186186 social work; and 170
187187 (c) Met all the requirements of sections 337.600 to 171
188188 337.689, and as defined by rule by the state committee for 172

190190 (20) "Social worker", any individual that has: 174 SB 479 7
191191 (a) Received a baccalaureate or master's degree in 175
192192 social work from an accredited social work program approved 176
193193 by the council on social work education; 177
194194 (b) Received a doctorate or Ph.D. in social work; or 178
195195 (c) A current social worke r license as set forth in 179
196196 sections 337.600 to 337.689. 180
