10	10	To repeal section 483.083, RSMo, and to enact in lieu thereof one new section relating to
11	11	compensation of circuit clerks.

13	13	Be it enacted by the General Assembly of the State of Missouri, as follows:
14	14	Section A. Section 483.083, RSMo, is repealed and one new 1
15	15	section enacted in lieu thereof, to be known as section 483.083, 2
16	16	to read as follows:3
17	17	483.083. 1. Each circuit clerk shall annually receive 1
18	18	as compensation the following amounts as base salary: 2
19	19	(1) In counties of the first classification, [thirty- 3
20	20	six thousand one hundred forty -five] beginning September 1, 4
21	21	2025, ninety-four thousand one hundred t hirty dollars; 5
22	22	except those counties where court is held in two cities, in 6
23	23	which instance an additional four thousand dollars shall be 7
24	24	added to the base salary; 8
25	25	(2) In [all] counties of the second or fourth 9
26	26	classification, [thirty-one thousand nine hundred seventy- 10
27	27	eight] beginning September 1, 2025, ninety thousand five 11
28	28	hundred seventy-three dollars; [except those counties where 12
29	29	court is held in two cities, thirty -five thousand five 13
30	30	hundred forty-nine dollars;] 14
31	31	(3) In [the] counties of the third classification, 15
32	32	[twenty-seven thousand two hundred eighteen ] beginning 16
33	33	September 1, 2025, eighty -five thousand five hundred and 17
34	34	sixty-five dollars [except those counties where court is 18 SB 530 2
35	35	held in two cities; thirty thousand three hundred eight 19
36	36	dollars; except Marion County circuit clerks, district one 20
37	37	and district two in Hannibal, thirty -one thousand three 21
38	38	hundred eighty-three dollars; 22
39	39	(4) In the city of St. Louis, sixty -seven thousand 23
40	40	three hundred sixty dollars ]; 24
41	41	[(5)] (4) The compensation of circuit clerks provided 25
42	42	by this subsection shall annually be increased by an amount 26
43	43	equivalent to the annual salary adjustment approved pursuant 27
44	44	to section 476.405 for employees of the judicial department ; 28
45	45	(5) The annual compensation of any circuit clerk shall 29
46	46	not be less than the previous yearly compensation . 30
47	47	2. Such circuit clerks shall receive in addition to 31
48	48	any salary provided by this section any salary adjustment 32
49	49	provided pursuant to section 476.405. 33
50	50	3. [In the event the judge orders child support 34
51	51	payments in Marion County to be made through the clerk, the 35
52	52	clerk shall annually, on or before February first of each 36
53	53	year, charge ten dollars per year to each such person so 37
54	54	obligated to make child support payments, w hich fee shall be 38
55	55	paid to the state. 39
56	56	4.] Payment of the compensation provided in this 40
57	57	section shall be payable in equal monthly installments, 41
58	58	except that the salary of the circuit clerk of the city of 42
59	59	St. Louis shall be paid in semimonthly instal lments and 43
60	60	except that all such compensation paid by the state shall be 44
61	61	paid in installments as provided in section 33.100. The 45
62	62	compensation of all circuit clerks shall be paid by the 46
63	63	state and they shall be considered state employees for all 47
64	64	purposes except the manner of their selection, appointment 48
65	65	or removal from office; except that, the circuit clerk of 49
66	66	the city of St. Louis, the circuit clerk of St. Louis County 50 SB 530 3
67	67	and the court administrator of Jackson County shall continue 51
68	68	to be paid by the ci ty and those counties and shall not 52
69	69	become state employees, but the city of St. Louis, St. Louis 53
70	70	County and Jackson County shall each be paid an amount which 54
71	71	is equivalent to a circuit clerk's salary as provided in 55
72	72	subsection 3 of section 483.015. 56
73	73	[5.] 4. The compensation provided in this section 57
74	74	shall be in lieu of all fees, and all fees collected shall 58
75	75	be paid over to the state or to the counties and the city of 59
76	76	St. Louis as otherwise provided by law. 60
